Dear Cleve Reasoner:

On December 31, 2023, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Wolf Creek Generating Station. On January 11, 2024, the NRC inspectors discussed the results of this inspection with J. McCoy, Site Vice President, and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Wolf Creek Generating Station, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.

No findings or violations of more than minor significance were identified.

PLANT STATUS

Wolf Creek Generating Station began the inspection period at full power. On October 23, 2023, the licensee reduced power to 70 percent for flexible power operations (based on daily market demand) and commenced power accession to 100 percent on October 24, 2023, when a tube leak was identified in low pressure feedwater heater 2B. The licensee, in accordance with off-normal procedure associated low pressure heater tube leaks, lowered power to 47 percent to commence repairs of low-pressure feedwater heater 2B. On October 29, 2023, the licensee raised power to 67 percent for conducting repairs of the low-pressure feedwater heater 2B and returned to full power on October 31, 2023. The unit remained at full power for the remainder of the inspection period.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk significant activities, and completed onsite portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

71111.01 - Adverse Weather Protection

Seasonal Extreme Weather Sample (IP Section 03.01) (1 Sample)

(1) The inspectors evaluated readiness for seasonal extreme weather conditions prior to the onset of seasonal cold temperatures for the following systems:
  • station blackout diesel generator diesel fuel oil cloud point and refuel water storage tank loss of insulation on December 8, 2023

The inspectors evaluated the implementation of the fire protection program by conducting a walkdown and performing a review to verify program compliance, equipment functionality, material condition, and operational readiness of the following fire areas:

(1) volume control tank room (room 1318) transient combustible loading, fire area A-8, on October 3, 2023
(2) train B component cooling water pump room, fire area A-16, on October 16, 2023

Inspection Review (IP Section 02.01-02.11) (1 Sample)

(1) The inspectors evaluated the biennial emergency plan exercise conducted on November 14, 2023. The exercise scenario simulated damage to the containment emergency personnel hatches; an emergency diesel generator control failure, tornado damage onsite to safety system equipment; loss of offsite electrical sources; a turbine driven auxiliary feedwater pump trip, a loss of reactor coolant system coolant; and degradation of core cooling that results in fuel cladding damage.

71114.04 - Emergency Action Level and Emergency Plan Changes

Several screenings and evaluations associated with the 10 CFR 50.54(q) emergency plan change process were reviewed as well. These evaluations do not constitute NRC approval.

71114.08 - Exercise Evaluation - Scenario Review

Inspection Review (IP Section 02.01 - 02.04) (1 Sample)

(1) The inspectors reviewed the licensee's preliminary exercise scenario that was submitted to the NRC on September 12, 2023 (ML23255A284 and ML23255A285),for the exercise scheduled on November 14, 2023. The inspectors discussed the preliminary scenario comments with J. Bousum, Manager, Emergency Planning, and other members of the emergency planning staff on October 12, 2023. The inspectors' review does not constitute NRC approval of the scenario.

Evaluation of the licensee's non-siren based ANS is completed separately per IP 71114.02, Alert and Notification System Evaluation.

71152A - Annual Follow-up Problem Identification and Resolution Annual Follow-up of Selected Issues (Section 03.03)

The inspectors reviewed the licensees implementation of its corrective action program related to the following issues:

(1) missed fire watch corrective actions effectiveness review on November 6, 2023
(2) essential service water motor-operated valve lock rotor condition and 480 volt breaker not automatically tripping open on November 27, 2023

71152S - Semiannual Trend Problem Identification and Resolution Semiannual Trend Review (Section 03.02)

(1) The inspectors reviewed the licensees corrective action program for potential adverse trends in age-related equipment degradation and impacts on equipment reliability that might be indicative of a more significant safety issue on December 14,
