Dear Mr. Seidle:

We have reviewed the report on the inspection conducted by Mr.

L R. G. Taylor (March 21-24,1978) of the activities authorized by NRC Construction Permit Nos. CPPR-126 and 127 for the Comanche Peak facility. We have responded to the findings listed in Appendix A of your "Inspectior Report" dated April 6, 1978.

To aid in the understariding of our response, we have repeated the requirement and your finding, followed on the same page by our corrective action.

We believe the attached information to be responsive to the Inspector's findings. If you have any questions, please advise.

Response to~NRC Inspection Report No. 78-05 l s j NOT _ ICE OF VIOLATION Based on results of the NRC inspection cunducted on March 21-24, 1978,

' it appears that certain of your activities were not coriducted in full compliance with Appendix B to 10 CFR 50 as indicated below:

Failure to Follow Pipe Fabrication Procedures l

Criterion V of Appendix B requires that established instructions, procedures or drawings be followed for all activities affecting quality.

Brown & Root Construction Procedure 35-1195-MCP-7, " Machining and Weld Finish," requires that transitions between a pipe inside diameter counter-bore and the original-inside diameter be a slope not greater than 300 to the plane of the pipe wall.

I Contrary to the above: i The inspector observed on March 23, 1978, a number of pipe sections and one accepted weld joint (CS-1-RB-24-Q2-W2) with counterbore transition slopes greater than 300 to the plane of the pipe wall.

This is an infraction.

Corrective Steps Which Have Been Taken and Results Achieved All cutting tools in use and any planned for use in pipe counterboring were precision ground to a configuration that provides for compliance with the project technical specifications and construction procedure requirements.

This action was taken on March 24, 1978.

All piping counterbored up to March 24, 1978 has been evaluated by the design engineer to determine if the counterbore configuration and transition profile would have any detrimental effect on the piping systems involved and they have determined that the configuration would not be detrimental lef t as is and therefore no rework or replacement of piping is required.

Corrective Steps Which Have Been Taken to Avoid Further Noncompliance A counterboring inspection instruction has been issued providing inspection criteria for checking the counterboring tool dimensions before and after usage to assure the counterbore transition is in accordance with specifica-tion requirements.

This instruction was issued on April 19, 1978; however, between March 24, 1978 and April 19, 1978, the program was controlled by shop inspection and documentation via inspection reports.

Date of Full Compliance Immediate corrective action was taken and full compliance was achieved on March 24, 1978.
