q With respect to the subject memorandum, I believe it is appropriate to restrict comment to statements for which I have direct personal knowledge.
I certainly requested that you review Brown & Root cudit performance past 1982 and expected it to be comprehensive.
The purpose of that request was to provide a fuller context of audit performance than provided by information from only 1980 - 1982 time frame. Without.information from 1983 - 1986, a meaningful assessment of enforcement significance could not have been made and Region IV could not have responded to any IE question in this regard.
Accordingly, I do not consider that a citation concerning historical programmatic deficiencies either appropriately discharges our enforcement responsibilities or fully captures performance in the area in question.
