COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NO. 50 445 UNIT 1 POWER ASCENSION PROGRAM REF: TV Electric letter logged TXX 89457 from W. J. Cahill, Jr. to V. S. NRC, dated July 10, 1989 Gentlemen:

In the referenced letter, TV Electric committed to hold the plant at the 50%

plateau for one to two weeks after the performance of the major tests at 50%

power to carry out the assessment and evaluation of the results by the 50RC and station management. As verbally required by the NRC staff the following is submitted to clarify our commitment in the referenced letter.

For schedular considerations. the Remote Shutdown Test will be delayed until after the completion of 7 days of 45 to 50% power operation at the 50% power plateau. The Remote Shutdown Test will still be performed as described in FSAR Table 14.2 3, Sheet 25. This test will be completed and any subsequent corrective actions resolved prior to exceeding 50% power.

The results of the test will receive the same level of assessment and evaluation as the other major testing reviewed during the 50% self assessment period.

It should be noted that the cooldown portion of the Remote Shutdown Test was performed during pre operational testing as described in the FSAR and as permitted by Regulatory Guide 1.68.2.

This testing has demonstrated the operability of the instrumentation, controls and interlocks at the Remote Shutdown Panel.
