An inspection of this utility was conducted on December 3-6, 1973 Report No. 50-445/73-2 and 50-446/73-2, to determine conformance with the " Grey Book" for design and procurement activities. This report and accompanying letter to the applicant was forwarded to l
RO:HQ by letter dated January 8,1974, with a recommendation that

the letter and report be forwarded to Licensing for action.
I To date, the subject applicant has not satisfactory answered the i
Licensing Quality Assurance Branch's questions on Section 17 of the PSAR. The applicant has requested a meeting with Region IV to discuss Region IV's findings identified during the December, 1973 inspection. Our inspection at this point in time is dependent on the centents of Section 17 of the PSAR: therefore, in order to l
preclude the possibuity of conflicting findings, it appears inappropriate for Region IV to have a meeting with the applicant at this time, without either a completed review by Licens!ag or a joint meeting with the applicant and representatives of the two Directorates.
Since the meeting has been requested for February 28,1974, an early decision is required concerning the appropriate course of action.
