Dear Gentlemen:

The purpose of this letter is to respond to the Nuclear Regulatory Commission's request for information regarding Year 2000 readiness at nuclear power plants. Generic ' Letter 98-01 requires two responses. The first response was required by August 10,1998, and was submitted via TXX-98188. This letter provides the second response.

On January 14,1999, the Nucler.r Regulatory Commission issued Supplement 1 to Generic Letter 98-01 to modify the request fo: information in fie original generic letter.

The Supplement stated:

j "In responding to this supplement to GL 98-01, the addressee should confirm [ Year 2000] Y2K readiness of the facility with regard to those systems within the scope of the license and NRC f

regulations, and those systems required for continued operation of the facility after January 1, NL 2000. For those systems which are not Y2K ready as of July 1,1999, the add;essee should D

provide a status and completion schedule for achieving readiness by the year 2000."

This communication contains no new licensing basis commitments regarding CPSES Units 1 and 2

  • TXU Electric was formally TU Electric. A license amendment request (LAR-99-003) was submitted per TXX-99122, dated May 14,1999 to revise ti s company name contained in the CPSES operating licenses.

,T TXX-99160 Page 2 of 2 in response, Comanche Peak Steam Electric Station (CPSES)is voluntarily reporting facility readiness as outlined in Supplement 1 to Generic Letter 98-01. Enclosed is the Year 2000 Readiness Disclosure for CPSES reporting the status of facility Y2K readiness. This disclosure is submitted under the guidelines of the " Year 2000 Information and Readiness Disclosure Act" (Public Law 105-271).

Based upon the implementation of CPSES's Y2K Readiness Plan and Contingency Plan, and upon completion of remediation of the systems / components noted herein, the facility will be "Y2K Ready."

No negative impact on facility nuclear safety, commitment implementation, plant operation, schedule or the facility's abili y to meet licensing and/or regulatory requirements was identified. Further, contingency plans have been devoloped to mitigate the impact of Y2K-induced events at key rollover dates.

TXU Electric's Response to Generic Letter 98-01, Supplement 1:

This disclosure addresses the Y2K readiness of the facility with regard to those systems within the scope of the license, NRC regulations, and other systems required for continued operation of the facility after January 1,2000.- A facility that is "Y2K Ready" has followed a prescribed program to identify and resolve Y2K issues so the facility can operate reliably while meeting

commitments.

TXU Electric has conducted a Y2K readiness program similar to that outlined in Nuclear Utility Year 2000 Readiness. NEl/NUSMG 97-07. The program applies to software, hardware and firmware whose failure due to a Y2K problem would prevent the performance of the safety function of a structure, system or component and the continued operation of the nuclear facility well beyond December 31,1999. The program provided for risk management efforts and development of contingency plans for key rollover dates.

The Y2K readiness program has been completed through the detailed assessment, remediation and contingency phases for those systems required for operaticn of the CPSES facility.' The following remediation remains to achieve year 2000 readiness at the facility:

IJnit 1 - Condensate Polishina Proarammable Loaic Controller Svstem This non safety related modification requires an outage, and is currently scheduled to be implemented during the Unit 1 Refueling outage scheduled in November,1999. This system is necessary for secondary plant chemistry control. A similar modification has successfully been inaplemented in Unit 2 during the Spring 1999 refueling outage. The Unit 1 modification is identical to Unit 2, and therefore the risk from remediation is very low.

Common Facility - Plant Simulator Rehost Proiect This project entails complete rehost of the CPSES Plant simulator. This item does not affect plant operations or plant safetv. Existing processes are already in place to conduct operator training in the event the simuk. tor is not available for any reason, including potential Year 2000 induced failures or should the remediation strategy fail. This project is currently scheduled to be completed by October 30,1999. The risk from this remediation is considered very low.
