Peview 0f Inspection Reports Prior to the March 4, 1986 exit with TUGCO I found one crisp violation concerning Brown & Root's f ailur e to audit their QA progr am in 1980 and 198k I advised Torn West errnan that I considered it a violation and I asked if he agreed. He replied that it was not and wanted it written as an unresolved item. Subsequently, you took his place and I asked
'you what to do about it and you said that you considered it a violation. Further, you a2 Leo roe to additionally review the other audit years and I understood this to mean a comprehensive review and write a detailed report. I was unable to complete the review in March because, as I reported to you, the c ornp l e t e files were in the B&R Houston office. The review was fin M 1y cornpl eted in April and I wrote a detailed Notice of 'v'i ol a t i on which I intended to present at the review and subsequently presented it exit. I gave it to you for y..,u r at the exit. I submi t ted the i jped draft report dated June 30, 1986.

1906 George Gower c o rne to site and went over the report and asked me to drop two failure to take corrective action violations, as Clif Hale would take care of these areas. He then gave me directions to write one big vi ol at i on against Criterion XVIII-directions and was very surprised Audits. I revised the r eport per when I received extensive comments on it in an October 22, 1986 meeting with George Gower.
From late May to Oct ober 22, I was unaware of any comments that you road e. Until October 15, 1986 when you discussed this report in general t e r ras, I thought you approved of the comprehensive review and draf t report. In fact, I per f or rned
