4 A meeting was held on March 5,1990,- at the NRC White Flint office among'
.f representatives of the NRC,and TV-Electric to discuss offsite power -
J availability for the: Automatic Switch-Company:(ASCO) solenoid. operated.. valve:
.(S0V)-for each Main Steam Isolation 4 Valve (MSIV) in'the' event of the non-T mechanistic Main Steam line crack' in the superpipe region. The latest report l.
related'to this issue, logged TXX-90013, was submitted February 7, 1989.'
The ASCO SOV is located in the air supply to,the hydraulic-pump for-the MSIV actuator and is energized to close:to prevent the: continued pumping off hydrculic fluid to the MSIV's actuator..TU Electric clarifiedlit's position, consistent with FSAR' 0&R 10.20'and 140'1 - that each ASCO S0Y is energized from Non-1E available offsite power during this event.
Further,'should'offsite power not be available, the ASCO SOV's can be energized to close from Non-1E-l.
batteries.
In' response to this position, the NRC. requested that TU' Electric-L provide additional assurances that if-offsite powerfwere to become L:
unavailable, provisions are made to restore power torthe appropriate battery

charger for the. subject ASCO S0V's earlysin the recovery, process.
The NRC-requested a submittal with a commitment to.-incorporate the necessary guidance L
into 'the appropriate Emergency. 0perating Procedure'.(EOP). The NRC also L
requested that the-submittal contain information concerning the required steps to restore power to the subject battery charger, if.offsitel power were to l
become unavailable.
l-The attachment provides the information required to' address the NRC questions.
