.We have reviewed the enclosed Federal Emergency Management Agency (FEMA) letter and associated drill report dated April 7,1989, which summarized the findings'resulting from an offsite-related unannounced drii' on February 22, 1989'. This drill was conducted for the Callaway Nuclear Power Plant and-participating offsite agencies, including the State of Missouri and the Counties of Callaway, Gasconade, Montgomery and Osage.

There were no deficiencies identified during.this drill. Two items of lesser significance were. identified which require corrective actions. One related to an incorrect number for the EBS Station, while the other related to_a failure.

to notify and. mobilize in a timely manner the Highway and Transportation Department. The first item'will.be corrected by a plan revision. .The second item will be included for demonstration in the next exercise scheduled.for October 11, 1989.

Based on the results of this drill, FEMA's overall evaluation is that there is reasonable assurance that appropriate protective measures can be taken offsite in the event of a radiological emergency.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection repor_t-will be placed in the NRC Public Document Room.

Report on the Unannounced Drill on February 22, 1989, for the Offsite Radiological Emergency Response Plans Site-specific to the callaway Nuclear Power Plant Attached is a copy of the report for the first unannounced drill conducted for the Callaway Nuclear Power Plant on February.22, 1989. The report. dated March 13, 1989, was prepared by.the Federal Emergency Management Agency (FEMA)

Region VII staff. The State of Missouri and the Counties of Callaway, Gasconade, Montgomery, and Osage participated in this drill. Four previous joint radiological emergency preparedness exercises have been conducted for the Callaway Nuclear Power Station. One of the previous exercises was sclieduled off-hours.

There were no deficiencies observed during the drill.

However, two Areas Requiring Corrective Action (ARCA's) were identified at the Missouri State Emergency Operations Center during the February 22, 1989, drill. The first ARCA ,

related to a planning inadequacy which indicated an  !

incorrect number for the EBS Station. The second related to the failure to notify and mobilize the Highway and Transportation Department (HTD) in a timely manner. Plan revisions are to be provided by the State and the appropriate objectives regarding the ARCA's cited at the

. February 22, 1989, drill will be included for demonstration at the next exercise, currently scheduled for October 11, 1989.

EXERCISE

SUMMARY

The purpose of an exercise, or in this case a drill, -is to I

l determine the ability of appropriate off-site agencies to respond to an emergency covered by State and Local Radiological Emergency Response Plans.

FEMA classifies exercise inadequacies as deficiencies or ar-eas requiring corrective action.

Definitions of these categories; Deficiencies are demonstrated and observed inadequacies'that' wauld cause a finding that off-site emergency preparedness was not adequate to provide reasonable assurance. that appropriate protective measures can be taken to protect the health and safety of the public living in the vicinity of a nuclear power facility in the event of a radiological emergency.

Areas reauirina corrective action are demonstrated and ob-served inadequacies of State and local government performance, and although their correction is required, they are not- consid-ered, by themselves, to adversely impact public health and safety.

In addition, FEMA identifies areas recommended for imerove-ment, which'are problem areas observed during an exercise that are not considered to adversely impact public health and safety.

While not required, correction. of these would enhance an organization's level of emergency preparedness.

During the drill, no deficiencies were identified. However, two areas requiring corrective action (ARCAs) were identified.

Both occurred at the State EOC. The first ARCA related to a plan inadequacy where the wrong phone number for the EBS Station was listed in one portion of the plan. The second'related to the failure to call for the mobilization of the Highway and Transpor-tation Department (HTD) in a timely manner. Both ARCAs are described more fully on pages 12 and 13 of this report.

r 1 INTRODUCTION 1.1 DRILL. BACKGROUND On December 7, 1979, the President directed the Federal Emergency Management Agency (FEMA) to assume lead responsibility for all off-site nuclear' planning and' response.

FEMA's responsibilities in radiological emergency planning for fixed nuclear facilities include the following:

  • Taking-the lead in off-site emergency planning and in 'the review and evaluation-of radiological emergency response plans developed by State and local governments.- ,
  • Determining .whether such plans can be implemented on the basis of observation and evaluation of exercises of the

. plans conducted by State and local governments.

  • Coordinating the activities of the following Federal agen-cies with responsibilities in the radiological planning process: emergency  ;

Representatives of these agencies serve as members of the Regional Assistance Committee (RAC), which is chaired by FEMA.

Formal submission of the radiological emergency plans for the Callaway Nuclear Power Plant (CNPP) to the response RAC by the State of Missouri and affected local jurisdictions was fol-lowed by a critique and evaluation of these plans.

Joint radiological emergency preparedness exercises were conducted for.the CNPP on March 21, 1984, June 5, 1985, July 30,.

1986, State and June 6, and 1988 (off hours), to assess the capability of local emergency preparedness organizations to: (1) implement their radiological emergency preparedness plans and procedures, and (2) protect the public during a radiological emergency at the Callaway Nuclear Power Plant.

The 1987 exercise was not evaluated. 1 An unannounced radiological emergency preparedness drill was conducted for the Callaway Nuclear Power Plant on February 22, 1989, between the hours of 0900 and approximately 1100, to assess the capability of State and local emergency preparedness organi-zations to mobilize their response staff, activate their facilities and complete their call down. The plans evaluated in-cluded the Missouri Nuclear Accident Plan and the Gasconade, Montgomery, Callaway, and Osage Counties Response Plans. This was the first unannounced drill for the State of Missouri and the four counties.

Following the drill, an Exit Interview with the State and local governments and the licensee was conducted by the Regional Assistance drill.

Committee (RAC) Chairman to discuss the results of the Areas requiring corrective action cited at the June 6, 1988 exercise will be demonstrated for adequacy at the October 11, 1989 exercise. The annaul medical drill will also be conducted at that time.

Each of the above facilities was to be fully activated with communication links tested. When all appropriate staff at each facility had been mobilized, and staff had completed call downs to other emergency field personnel, the drill would terminate.

As stated above, the single objective to be demonstrated was number 36:

At 0945, a loss of coolant accident caused a Site Area Emer-gency to be declared. Off-site notification occurred at 0950.

The last facility to fully mobilize was Osage County EOC at approximately 1055. The drill was terminated at this time.

-2.1 NISSOURI' STATE OPERATIONS 2.1.1 State Emeraency Onerations Center (SEOC)

Objective to be demonstrated: 36.

Objective Number 36, ability to carry out emergency response functions (i.e., activate EOC's, mobilize staff that-report to the EOC's, ' establish communications linkage and complate' tele-phone call down) during an unannounced drill, was fully demonstrated. ,

At 0900 the SEOC was notified that the plant had declared an Alert at 0850.

Alerting of staff began at 0910 when all members were tacted by phone and either placed on standby or con-report. These calls were completed at 0932. ordered to Joint Public Information Center (JPIC) . personnel were mobi-lized and given a detailed briefing at'0923, prior to simulated deployment to the JPIC. SEMA second shift personnel were noti-fled of duties.

At 0950 the SEOC was informed that a site Area Emergency had been declared at 0945. This triggered the mobilization of staff which began at 0955. The calls to report were completed at 1001.

Attention was paid to contacting the very same agency person no-tified at the Alert. All agencies arrived between 1008 and 1039.

In the process of calling it was discovered that one section of. the plan carried the wrong phone number for the EBS station, KTXY.

mined While.it did ring at the station, it was not the predeter-person for receipt of-EBS messages. This is an area requiring corrective action (ARCA) which must be accomplished through a plan change and demonstrated adequately at the next ex-ercise.

There was also a procedural problem in that the Highway and Transportation Department (HTD) was not called until the evalua-tor inquired about it at 1010. The failure to call HTD resulted from the fact that they were not on the call list used at the '

Alert when agencies were placed on standby.

The plan calls for them to be notified for the first time at the Site Area Emergency (SAE). However, the person making the calls at the SAE used the phone log that was developed during the Alert call down. This is an area requiring corrective action 12 h-____ _ _ _ _ _ _ _ _

At 0955 the Forward Command Post (which had deployed from the'SEOC) radioed in that they had arrived at the EOF. They were fully activated at 1003.

2.1.2 state Forward Command Post (FCP)

The Forward Command Post is deployed from the SEOC at the Alert and is established at the EOF. 'They are joined by the Bu-reau of Radiological Health (BRM) staff who perform dose assessment and field team coordination.

The FCP staff arrived at'the EOF at 0955 and were given a briefing, informing them that a Site Area Emergency had been de-clared at 0945. The FCP staff were equipped with all required dosimetry. After setting up the radio, the FCP contacted the BRH who were enroute and notified them of the Site -Area- Emergency.

This was done at.1001. BRH recommended the standard PARS of placing animals on stored feed in a 2 mile radius, and establish-ing access control at the two mile perimeter of the affected sectors (G, H, J).

The FCP relayed this information to all parties over the dedicated line (blue phone). The facility was fully activated at 1003. By 1015 they had demonstrated backup communication to all facilities.

At 1016 BRH arrived with all required equipment and personal dosimetry. All equipment had been calibrated within the previous 12 months.

At 1022 BRH had set up their radios and established contact with their field teams who were in the parking lot. They contin-ued to simulate coordination and management of the field teams.

Special effort was directed at full play of simulated events and the opportunity to train responders was utilized. Status boards were used to track and update evente and conditions. The needs for standby and backup facilities, personnel and equipment were assessed and calls simulated. Dosiaetry was checked and verified for possible use by field personnel. Public notifications appropriate to the drill conditions were prepared.

Special needs people within potentially affected sectors were identified and county personnel were designated to assist them even though this was not required.

The drill was terminated at this facility at 1033.

There were no inadequacies observed.

Summary: Objective Number 36 was fully demonstrated.

2.2.3 Montgomery County Emergency Operations Center (MCEOC)

However, when the Health Department line was constantly busy, a phone company check revealed it was out of order and the EOC staff personally contacted the Health Department office. This was accomplished by 0928.

All positions were fully staffed by 0956 and the facility was declared operational. All appropriate communication links were fully demonstrated. Status boards were maintained through-out the drill. In addition to Sheriff's Deputies assigned to enter the EPZ, dosimetry and KI were also issued to a road and bridge crew member working in the EPZ area, and it was available for the reserve deputies who were on standby.

During the drill, special attention was shown to transporta-tion dependent, mobility-impaired, and other special needs individuals though this was not required.

Summary: Objective Number 36 was fully demonstrated.

2.2.4 Osaae County Emercancy Ooerations center (OCEOC)

Objective to be demonstrated: 36.

Objective Number 36, ability to carry out" emergency response functions.(i.e., activate EOC's, mobilize staff that report to the EOC's, establish communications linkage and complete tele-phone call down) during an unannounced off-hours drill or exercise, was fully demonstrated.

Osage County EOC began activation at 0905 after notification that an Alert had been declared at 0850. Mobilization was com-plated at 1056 when the representative of the Health Department arrived.

During the drill special attention was shown to the mobility impaired even though this was not required.

The status board was maintained throughout exercise and, up-dated as new data became available.

The drill terminated at 1058.

Summary: Objective Number 36 was fully demonstrated.

Areas Remtirina Corrective Action

1. At the State Emergency Operations Center the Highway and Transportation Department was not notified in a timely man-ner. This was due to the fact that the wrong call down'11st was used at the Site Area Emergency.

This notification must be done properly at the next exer-cise.

The plan must be changed to reflect the correct phone number of the EBS station and a proper demonstration is required at the next exercise.
