In a letter. dated March 2, 1989, you requested that we review and approve proposed chan'ges to the Unusual Event initiating condition for the Callaway Nuclear _ Power -Plant Emergency Plan. We have discussed with NRC Headquarters, the review of these changes along with similar changes proposed by other licensees. We have jointly agreed that this issue should be reviewed generically, rather than on a plant specific basis. Therefore,'because of the generic implications of these proposed changes, we have forwarded your request to Headquarters for resolution.
The justification that you present in your letter, as well as those in similar requests from other licensees, will be considered during the review. The current effort by NUMARC in the development of Emergency-Action Levels will also be considered in resolving this matter.
