FOR CALLAWAY PLANT, UNIT 1 (TAC NO. MA4191)

Dear Mr. Randolph:

By letter dated November 9,1998, Union Electric Company submitted Revision 20 to the Callaway Plant Operational Quality Assurance Manual (OQAM). All yogram changes were submitted as non-reductions in prior commitments.

The staff has reviewed the OQAM changes presented in the submittal and confirmed that the changes described appear consistent with our guidelines for non-reductions in commitments.

The changes primarily involve organizational changes (such as title changes), and relocation of some duties and responsibilities without elimination of any tasks.
