Dear Mr. Randolph:

Thank you for your letter (ULNRC-3984) dated March 17,1999, in response to our NRC
Inspection Report 50-483/99-02, dated February 25,1999. Your letter documented a verbal
commitment made during the exit meeting for this inspection. We have reviewed your reply
and understand that the next revision to your security plan will include increased minimum
staffing of three armed security force response personnel per shift. This change will reflect
your security staffing at the level demonstrated during your Operational Safeguards Response
Evaluation.

This responds to Ms. Gail M. Good's letter dated February 25,1999, which transmitted
Inspection Report 50-483/99002.
This letter confirms that Union Electric Company commits to revise its Security Plan to
increase the minimum staffing by three armed security force response personnel per shift.
This plan change was discussed between the Manager, Operations Support and the
Region IV Safeguards Inspector during the NRC physical security program inspection
conducted the week of February 8,1999. It should be noted that Callaway Plant has
never utilized the lower numbers of personnel allowed by the plan; but rather treats the
number of personnel necessary to repel the design basis threat as its minimum armed
staffing level. Although not mentioned in the inspection report, the following additional
information was also agreed upon to be included in the Security Plan revision to clarify
Callaway Plant's commitment to increase its minimum armed response staffing to those
levels used during the Operational Safeguard Response Evaluation (OSRE):
" Changes to the Callaway Plant defensive strategy, target sets or system / hardware
.
demonstrated during the OSRE (e.g. delay barriers, response center locations,
weaponry, etc.,) may warrant a reduction in the total number of armed response
personnel. Reduction in the number of armed responders will be tested through the
use of force-on-force drills or exercises and will be validated by the NRC prior to
submittal of the change in accordance with 10CFR50.54(p)." and,
"The number of armed response personnel may be up to two less than the minimum
.
requirements for a period of time not to exceed two hours in order to accommodate
unexpected absence of security force members provided immediate action is taken to
restore security force composition to the minimum numbers established by this plan."
These changes will be added during the next Callaway Plant Security Plan revision
submittal.
