Gentlemen:
This refers to the routine safety inspection conducted by Mr.1. T. Yin and
Ms. K. Shembarger of this office on October 1-5, 1990, of activities at the
Callaway Nuclear Plant, authorized by NRC Operating Licenses No. NPF-30, and
to the discussion of our findings with Mr. W. R. Campbell and others of your
staff at the conclusion of the inspection.
The enclosed copy of our inspection report documents our evaluation of your
corrective actions conducted for the findings identified in your self-initiated
engineering oriented functional inspection of the essential service water (ESW)
system, which was a detailed vertical slice review of the system design and
performance. Within this area, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
We recognize the extensive resource commitment required in this effort, which
resulted in many significant findings. Corrective actions and schedules were
considered to be appropriate.
The establishment of a design basis document
retrieval and verification program for all new calculationst the present pump
vibration measurement / monitoring program; and the efforts-to assure adequacy
concerning flow balancing and supply within the essential service water
systems are considered to be strengths within your technical departments.
Our inspection identified a weakness in the installation of seismic restraints
for the replacement batteries inside the emergency light stations.
Positive
actions were taken by your staff to promptly address the concerns.
No violations of NRC requirements were identified during the course of this
inspection.
In accordance with 10 CFR 2.790 of the Conunission's regulations, a copy of
this letter and the enclosed inspect'on report will be placed in the NRC
Public Document Room.
