Operating License No. DPR-50 Docket No. 50-289 LER 98-004-00 The purpose of this letter is to submit TMI-l Licensee Event Report (LER) No. 98-004-00 regarding a condition where both trains of Reactor Building Spray (BS) were inoperable for approximately five hours due to the improper installation of a console switch pushbutton assembly which caused the BS pump discharge valve control switch to stick in the closed position. This condition was reported via the ENS telephone as a condition that alone could have prevented the fulfillment of the safety function of systems that are needed to mitigate the consequences of an accident in accordance with 10CFR50.72(b)(2)(iii).

The event did not adversely affect the health and safety of the public.
