Operating License No. DPR-50 Docket No. 50-289 LER 98-012-00, " Control Room Habitability Boundary Ventilation Damper Found Out of Position Due to Lack of Controls for That Particular Damper" This letter transmits TMI-l Licensee Event Report (LER) No. 98-012-00 regarding a control room damper in the control building habitability emergency ventilation envelope that was /

discovered out of position. The root cause of the event was identified as lack of controls placed on that particular damper. This condition was determined to be reportable in accordance with 10CFR50.72(b)(1)(ii)(B) as a condition outside of the design basis and notification was made via #p the ENS telephone on August 28,1998. This LER is being submitted pursuant to 10 CFR /

50.73(a)(2)(ii).
