Dear Bernie:
I have now had an opportunity to review the Exercise Deve-lopment Plan for the Federal Field Exercise ( FFE) planned for the Zion Nuclear Facility on June 23, 1987. As indi-cated to you earlier, it appears that ANI should play a role in this exercise, although I note that Commonwealth Edison plans to keep us informed as a non-player. I do, however, envision our role as primarily involving activities of the Nuclear Liability Claim Committee at some distance removed from the Federal Control Operations location. Perhaps we should have one of the ANI engineers involved at your opera-tions location, while the claim committee members are red information to their operations center located in the areas where the displaced residents are being evacuated.
Perhaps the best way we can follow and more fully define our role is to have me and one of our ANI engineers participate in the dry run you are planning several weeks before the full exercise on June 23, 1987. If you would forward two copies of any additional materials I need to participate in the dry run and let me know the date and location, we will follow through to thoroughly prepare ourselves for the full exercise on June 23, 1987.
