As requested in the above referenced memorandum, the Power Systems Branch has reviewed Section 3/4 8 of the Diablo Canyon Unit 1 and 2 combined technical specification which pertain to our area of responsibility.
In accordance with the guidelines provided by E. Butcher (DL) on December 26, 1984, Power Systems Branch limited its review of the subject technical specification -for Diablo Canyon to the following:
(a) Differences between Unit 1 and 2 listed in Enclosure 2 of the referenced memorandum and (b) Shared systems between Unit I and 2.
With respect to differences between Unit 1 and 2 listed in Enclosure 2 of the referenced memorandum, PSB concludes the following:
1.
A minimum volume of 52,046 gallons of fuel for five diesel generators (two unit operation) is consistent with the volume of fuel required for three diesel generators (one unit operation) and is, therefore, acceptable.
2.
On page 3/4 8-3 of the specification, the applicant implies incorrectly by a footnote statement that surveillance requirement 4.8.1.1.2 need not be s,

In addition, once every 10 years, a pressure leak test shall be performed for those portions of the diesel fuel oil system designed to Section III (or equivalent), subsection ND of the ASME Code in accordance with ASME Code Section II Article 1WD-500. The technical specification should be modified to acconnodate these concerns or PGE should provide justification for the proposed combined technical specification change for i
Units 1 and 2.

However, the applicant may want to consider their adoption as an improvement in practice. The remaining differences identified are clarifications and administrative wording presently in the STS and not in the Diablo Canyon specification.
With the incorporation of the above recommended changes to the combined Diablo Canyon Units 1 and 2 technical specifications, the staff believes the plant technical specification will be complete.

In accordance with the frequency specified in Table 4.8-1 on a STAGGERED TEST BASIS by:
1)! Verifying the fuel level in the engine-mounted fuel tank, Verifying the diesel starts from ambient condition 'and accelerates to at least 900 rpm in less than or equal to 10 seconds.
The generator voltage and frequency shall be 4160 1 420 volts and 60 1 1.2 Hz within 13 seconds after the start signal.
