SUPPLEMENTAL SAFETY EVALUATION REPORT FOR CONTROL 0F HEAVY LOADS - PHASE I - DIABLO CANYON POWER PLANT, UNIT 1 -

AUXILIARY SYSTEMS BRANCH - TAC 52375 s

Enclosed is the Auxiliary Systems Branch Supplemental Safety Evaluation Report j

(SSER) input regarding the control of heavy loads at Diablo Canyon Unit 1.

This SSER incorporates the Technical Evaluation Report (TER) provided by the Idaho National Laboratory (INEL). The TER is based upon the applicant's submittals of September 24, 1981, September 30,1982, May 9,1983, October 14, 1983 and June 15, 1984, in response to the December 22, 1980 generic letter.

The above information was evaluated against the guidelines of Section 5.1.1

(Phase I) of NUREG-0612. " Control of Heavy Loads at Nuclear Power Plants."

i We concur with the findings presented in the TER and conclude that the Diablo f

Canyon Unit 1 satisfies the criteria of NUREG-0612, and therefore Phase I for l

the facility is acceptable. This completes our effort under TAC 52375.

i However, we require that a condition be placed on the operating license for Diablocanyon Unit 1 regarding the. Phase II portion of NUREG-0612 as follows:

" Prior to startup following the first refueling outage, the licensee shall submit comitments necessary to implement changes and modifications as required to satisfy the guidelines of Sections 5.1.2 through 5.1.6 of l

NUREG-0612 (Phase II - nine-month responses to the NRC generic letter l

dated December 22, 1980)."

A review of the Phase II portion of NUREG-0612 is currently in progress. We i

will provide our evaluation of Phase II at a future date.
