MEMORANDUM FOR: Thomas M. Novak, Assistant Director for Licensing Division of Licensing FROM:
William T. Russell, Deputy Director Division of Human Factors Safety
SUBJECT:
DIABLO CANYON STARTUP TEST PROGRAM
References:
a) Memo, D. Ziemann to G. Knighton, March 23, 1984 b) Memo, W. Russell to T. Novak, April 9,1984 c) Letter, G. Knighton to J. Schuyler, May 15, 1984 d) Letter, J. Schuyler to G. Knighton, June 8,1984 In Reference (a), you were advised that the Diablo Canyon Startup Test Program (FSAR Chapter 14) does not include a Loss of Offsite Power Coincident with Turbine Trip Test (LOSP test) as prescribed by Regulatory Guide 1.68, Appendix A, item 5.J.J.
In Reference (b), we stated that the FSAR should be revised to include such a test.
In Reference (c), you requested the licensee to include an LOSP test in the program or provide justification for not doing so.
In Reference (d), the licensee provided a rationale for omitting the LOSP test from the Diablo Canyon Startup Test Program. The licensee states that the test is not warranted because preoperational tests were conducted in 1975, hot functional tests were conducted in'1976, and special low power tests were conducted recently.
(These latter tests are described in SER Supplement 10 (NUREG-0675).)
We have reviewed the licensee's submittal of Reference (d) and conclude that the LOSP test may be omitted for Diablo Canyon Unit 1 based on the test objectives having been fulfilled by preoperational, hot functional, and low power testing. This is based on the observation that a natural circulation test was conducted partially fulfilling the LOSP objectives.
In addition, the remainder of the LOSP test objectives have been fulfilled by the unit trip coincident with loss of offsite power preoperational test and safety injection with simulated loss of offsite pcwer hot functional test, both of which verified the ability of the diesel generator to pick up the required Engineered Safety Features Equipment. However, the LOSP test should be performed on Unit 2 if similar preoperational and special low power testing is not to be conducted on that unit.
