LICENSE CONDITIONS REGARDING GENERIC l

LETTER 83-28 FOR DIABLO CANYON 2 1

I have reviewed Pacific Gas and Electric Company's responses to Generic Letter 83-28. For the purpose of a license condition, the applicant needs to submit the following additional information:

Item 1.1 requests specific details concerning a post-trip review l

r program. The applicant's February 1,1984 response only references l

a procedure. The applicant needs to provide a description of their i

program in response to Items 1.1.1, 1.1.2, 1.1.3, 1.1.4, 1.1.5, 1.1.6; i

and also provide a copy of the procedures in response to Item 1.1.7.

Since the staff considers Item 1.1 to be one of the higher priority items in Generic Letter 83-28, which was issued in July, 1983, i

the description and procedures should be provided prior to initial criticality.

Item 2.1 requests confirmation that all components whose function is required to trip the reactor are identified as safety-related. Item 2.1 also requests a sumary report describing the vendor interface program for the reactor trip system components. The applicant's j

November 7,1983 response comits to completing the program by June, 1986, and it comits to submitting a report detailing the required i

infonnation by August,1986. The staff considers Item 2.1 to be one of the higher priority items in Generic Letter 83-28, which 4

was issued in July,'1983. Therefore, the applicant should submit a description of their.' program and implement it-prior to initial criticality.

Item 2.2.1 requests a description of the equipment classification program for all safety-related components. The applicant's 4

The applicant should submit a description of their program prior to startup from the first refueling outage.

For Item 3.1, the applicant needs to state when the procedures for post-maintenance testing of the reactor trip system components will be reviewed and approved. "The applicant's November 7, 1983 response says that a statement confirming implementation of this item will be made by January, 1986. The staff considers Item 3.1 to be one of the higher priority items in Generic Letter 83-28, which was issued in July, 1983. Therefore, the appifcant should confirm implementation of this item prior to initial criticality.

Items 4.2.1 and 4.2.2 (higher priority items in Generic Letter 83-28) request specific details regarding the applicant's preventative main-tenance, surveillance, and trending-of parameters program for reactor trip breakers. The applicant's November 7, 1983 response references a procedure for periodic maintenance and a completion date of December, 1983 for a parameter trending program, without any further detail The applicant should provide details (what is lubricated, what is inspected, how often, what parameters are trended, with what frequency, etc.) prior to initial criticality.

For Item 4.5.1, the applicant needs to state that on-line functional testing of the reactor trip system, including independent testing of the undervoltage and shunt trip features', is being performed. The applicant's November 7, 1983 response commits to submitting a state-ment by July, 1984 regarding completion of this item. The applicant submitted a followup response to this item on June 27, 1984. However, the followup response addresses functional testing of the undervoltage and shunt trip features, not the on-line functional testing as indicated in the applicant's November 7, 1983 response. The applicant should submit a statement confirming on-line functional testing for Item 4.5.1 prior to startup from the first refueling outage.
