a JUL 181984 MEMORANDUM F0rt: Dennis L. Ziemann, Chief Procedures and Systems Review Branch Division of Human Factors Safety FROM:
George W. Knighton, Chief Licensing Branch No. 3 Division of Licensing
SUBJECT:
TRAINING OF LICENSING OPERATORS AND SUPERVISORS DURING THE LOW POWER TEST PROGRAM AT DIABLO CANYON, UNIT 1 The Pacific Gas & Electric (PG&E) Company, in its letter dated July 2, 1984, stated that all but six of the sixty-one presently licensed operators parti-cipated and observed the required number of tests during the low power test program at Diablo Canyon as required by license condition 2.C.(8)f. The six individuals were unable to complete the required training for reasons stated in the July 2, 1984, letter, a copy of which is enclosed.
PG&E also expressed its belief that the operator training during the low power testing meets the intent of license condition 2.C.(8)f.
We request that you evaluate the above cited letter to determine the accept-ability of the above cited operator training program and what, if any, additional training would be required for the six individuals who did not complete the training during the low power test program.
