JUSTIFICATI'ON FOR INDIVIDUAL FEDERAL REGISTER NOTICES FOR DIABLO CANYON, UNIT 1, TECHNICAL SPECIFICATION CHANGES Attached are Federal Register Notices of Consideration of Issuance of Amendments for Diablo Canyon, Unit 1.
They have been prepared as individual notices rather than as input for the monthly notice.
The attached two "Sholly" packages have been prepared in response to the licensee's requests for amendments to the Diablo Canyon, Unit 1, Technical Specifications. The proposed change in one package is in regard to revision of Tables in the Technical Specifications to reflect, in part, the as-built condition on snubbers of the Diablo Canyon plant, Unit 1.
The proposed changes in the second package deal with (1) the frequency of auditing emergency and security plans and their implementing procedures, (2) prompt notification of failure of pressurizer PORVs or pressurizer safety valves, (3) limits on overtime, and (4) administrative controls.
The, justification for the individual Federal Register Notices is based on the licensee's estimate that Diablo Canyon, Unit 1, will be ready to exceed 5 percent power by June 19, 1984. The staff is still completing the evaluation of the remaining outstanding issues that need resolution prior to a decision authorizing the licensee to exceed 5 percent of rated power. The staf,f estimate for completion of its evaluation is mid-July 1986.
Based on the above, we conclude that an individual Federal Register Notice for each package is necessary in this instance to avoid possible delays in the issuance of a full power license since the next monthly group of Federal Register Notices will be published in late July, and the 30 day waiting period i
