/~'T 1.0 PURPOSE O This instruction describes the attributes to be used and accept /

reject criteria to be applied when performing the documentation review of the cable tray population.

2.0 APPLICABILITY This procedure applies to the documentation review of samples selected from the cable tray population at Comanche Peak Units 1, 2 and areas common to both units. The population is described in the Population Description for Cable Tray.

3.0 REFERENCES

3.1 Description Memorandum QA/QC-RT-387 dated September 11, 1985, delineating documentation used in the development of this procedure, including specific sources for attributes and exclusions.

3.2 CPP-009 Performance of Reinspection and Document Review.

4.0 GENERAL p)

'" Documentation reviews are performed and documented in accordance with established project procedures and instructions. This instruction establishes the attributes and accept / reject criteria for documentation reviews of cable trays. Reference 3.2 addresses the method used to perform documentation reviews, document and process the results.

l 5.0 INSTRUCTIONS Using the information in Reference 3.2 and below, perform l documentation reviews of the sample items in this population and document the results of the documentation review on the checklist (Attachment 6.1).

l Cable Tray installation inspections are conducted in 2 parts: the tray erection and the installation of the tray cover. Each part has its own inspection report (IR) which is addressed in Sections 5.1 and 5.2, respectively. A third inspection, welding, is performed only as required.

NOTE: For multiple inspections of one tray segment, the latest IR is to be used. If the IR is only a partial l inspection, such as a reinspection of a failed attribute,

1. Cable Tray Inspection Report verify by review of the inspector certification files that each person who signed as a QC Inspector on the Cable Tray Raceway IR was certified for electrical raceway inspection (to any instruction noted below) at the time the IR was signed.

Record the IR number.

2. Cable Tray Cover IR (cont'd) hote: If this attribute is rejected, determine if the person who signed as a QC Inspector was ever certified to any instruction referenced above. If the inspector was certified, record the time period l of certification, otherwise state that the person was never certified.
3. Welding Welding inspections are normally documented on either a traveler or an IR. The cable tray documentation package should be reviewed to determine which is the applicable document. The applicable document is also identified by having both the weld location and the welder's ID symbol on the document match that of the actual weld. If the weld is not marked in the field, then the applicable document is to be identified by weld location. Depending on the actual location-of the weld, it may be necessary to use the documentation of adjacent node points in order to review the documentation of welds found during the hardware reinspection.

If the applicable document can not be found; 3.a. 3.b and 3.c can not be verified and shall be rejected as indeterminate,

a. Verify by review of the inspector certification files that each person who signed as a QC Inspector for welding l 2

on the traveler or welding IR was either certified for l visual weld inspection or certified to the instruction used to perform the inspection at the time of the signature. Record the traveler or welding IR number.

Note: If this attribute is rejected, determine if the

person who signed as a QC Inspector was ever l l certified to perform visual inspection of welds.

] If the inspector was certified, record the time period of certification, otherwise state that the person was never certified.

b. Verify that the welder was qualified to the weld procedure specification (WPS) at the time the weld was made. Record the welder's ID symbol.

3. Welding (cont'd) welding may be used to determine the tests that the welder has passed. In conjunction with this, the " Welder Qualification Matrix" phould be used to determine which tests are required for each WPS.- The welder is qualified if any of the required tests were passed by the welder.

These documents are located in the Welding Engineering office.

Unless otherwise stated the applicable weld procedure specification is WPS 10046.

The date of inspection may be used if the welding date is not specified.

c. Verify that the filler metal classification recorded on the " Weld Filler Material Log" is the same classification as specified on the applicable WPS.
