1.0 PURPOSE

'J This procedure provides direction and accept / reject criteria for each attribute listed on the reinspection checklists which will be used for reinspection of HVAC equipment.

2.0 APPLICABILITY This procedure applies to reinspection of samples selected from the HVAC Equipment Installation population in Unit 1, common, and Unit 2.

The population is defined in the population description for HVAC Equipment Installation.

3.0 REFERENCES

4.0 GENERAL 4.1 Responsibility Reinspections are performed and documented in accordance with established CPRT procedures and instructions. This instruction established the attributes and accept / reject criteria for reinspections of HVAC equipment. Reference 3.2 provides the instructions for performing, documenting, and processing the results of the reinspections.

Verification of the attributes listed below will be documented on the CPRT checklist for HVAC Equipment Installation,.1, Measurements shall be made with standard inspection tools as indicated in the " Inspection Tool and Codes" list, Attachment 6.5.

Where measurements are indicated in the inspection attribute, tool information shall be recorded in the

" Inspection Tools Used" sheet, Attachment 6.6.

4.2 Policy Activities performed under this procedures shall conform to the policies contained in the latest Comanche Peak Response

5.0 PROCEDURE

Note that the alphanumerics before the attribute refer to the checklist item number.

1.

Identification Verify that the equipment tag number on nameplate matches number shown on the applicable Gibbs and Hill drawing.

2.

Location Verify that the equipment is located as shown on the applicable Gibbs and Hill drawing. Verify equipment is within 24 inches of the locations and elevations indicated on the Gibbs and Hill duct layout drawings or as indicated by the engineer.

Note:

Should measurement be greater than i 3 inches when measured from walls, floors or ceilings, the dimension shall be remeasured using bench marks as the reference location.

3.

Orientation

('N Verify that the equipment air flow direction as installed is y/

in accordance with the direction shown on the Gibbs and Hill drawing, or as indicated by the engineer. Air flow direction can be determined per the following:

a.

Orientation for dampers and fans is indicated by the flow direction arrow shown on the applicable vendor drawing as compared to the installation and the Gibbs and Hill drawing, b.

Air flow monitoring stations are constructed in two j

housing sections with the instrument connections penetrating the housing at the downstream side.

Duct Connections I

Bolt Tension Verify that proper bolt tension exists around companion flange. Proper bolt tension is achieved when the lockwasher split is compressed flat and l

the lockwasher is fully bearing on the metal l

surface. Record any missing nuts, bolts or lockwashers. Verify that the nuts and bolts cannot be turned by hand.

Gasket 1.

Continuity Verify that the gasket is visible between flanges around the entire perimeter.

Gaps Verify that no visible gaps penetrate into the ductwork.

Record any visible gaps which penetrate into the ductwork.

c.

Thread Engagement Verify, visually, that the end of the bolt is flush with or projects beyond the face of the nut.

Flange size Verify that duct companion flange bolt hole spacing matches the equipment as indicated on the vendor /TUGC0 drawing.

In no case shall the bolt holes be installed less than 3/4" from the edge of the duct flange to the centerline of the bolt.

Potential flange bolt hole spacing deficiencies include:

circle, 4 inch maximum 0.C.,

one inch minimum. In no case shall the bolt holes be installed less than 3/4" from the edge of the duct flange to the centerline of the bolt.

Fans a.

Fan Wheel Clearance Verify fan wheel clearance by spinning wheel slowly by hand to check if fan blades clear the fan housing.

If the fan is operational, the Inspector has the option of verifying clearance through audible or visual means, i.e.: observe for unusual vibration, scuffing noises, etc.

Flexible Connections 1.

Configuration O

Verify flexible connections are provided where indicated on the Gibbs and Hill drawing.

2.

Connections Verify that all nuts, bolts and lockwashers exist and that nuts and bolts cannot be turned by hand.

Record any missing nuts, bolts or lockwashers. The equipment flange should form a tight seal with the flexible connection mating flange. Where an adaptor or ductwork is located between the f an and flexible connection, verify that all flange connections between the fan and flexible connection form a tight seal, i.e.:

no visible gaps.

c.

Centrifugal Fans 1.

Variable Inlet Vanes Operate control lever (see precaution below) to make certain the vanes are free to move from open to closed positions. Manually operated VIV's are provided with a wing nut which locks the control lever into position. After noting the position of the lever, loosen the wing nut and move lever to its full open and closed positions. Return to original position and tighten the lock nut.

Note: Wing nut should be only finger tight.

Overtightened wing nuts are unacceptable.

Axial Fans Verify that there are no indication of twisting or deforming of the fan housing and/or connecting duct /

flex connections.

Fire Dampers / Penetrations Note: Only access doors should be removed for reinspection of fire dampers. Removable duct sections are not to be g

removed for reinspection purposes as removal would invalidate TUGC0 leak tests and system balancing. When no access door is present, the inspector shall write "N/A-Inaccessible" in the remarks column for the affected attributes.

Retaining Angles Note:

Retaining angles are angles attached to sleeve only. Where " Wall Mounted Restraints" are called out in 2323-M1-0768, these angles i

Retaining angle dimension allowables are not applicable to wall mounted restraints.

Where specified on the detail drawing, verify that retaining angles are attached to the sleeve with 5/16" nuts and bolts spaced 8" maximum C-C with at least two connections per side.

Fire Dampers / Penetrations (Cont'd) 2.

Dimensions Verify that retaining angles (where indicated) overlap the wall a minimum of 1" on all four sides and both faces of the wall, and are not attached to the wall or to each other in the corners. Verify that retaining angles are 2" X 2" X 3/16" minimum, 3" X 3" X 3/8", maximum.

Fire Damper / Sleeve Attachment Verify damper is attached to sleeve with either 1" nuts and bolts or 1" welds spaced at 8" maximum C-C with all four sides and both faces staggered intermittently.

Where bolts are used, the bolt heads should be on the outside of the sleeve.

Note:

Pop rivets are an acceptable substitute where indicated on drawing 2323-MI-0768.

Modulating and Isolation Dampers I

a.

Configuration 1.

Flange Bolt Spacing Verify that duct companion flange bolt spacing matches the equipment as shown on the vendor /TUGC0 drawing. Verify that additional bolt holes have been provided in each corner,of the damper flange to match the holes in the duct flange. (Rectangular dampers only) 2.

Actuator Mounting Bracket Verify that the actuator mounting bracket bolts extend through the bracket, damper flange and ductwork flange. Verify that the nuts and bolts cannot be turned by hand, b.

Actuator If the actuator is to spring to a " Fail close" position, verify that the spring side of the actuator is on the left side when facing the nameplate.

For

" Fail open", the spring should be on the right side while facing the nameplate.

Gravity Dampers a.

Free Movement Move arm through its full range of motion. Arm should move freely.

b.

Counterweight Verify that weight is balanced properly by moving lever to its full open position and releasing. Damper should move smoothly and slowly to closed position during static conditions. Verify counterweight is locked in position.

10.

Air Flow Monitoring Stations a.

Instrumentation Connection Verify that the instrumentation connection locknut cannot be turned by hand.
