l 1.0 PURPOSE This procedure describes the method of reporting to TUGC0 observations by QA/QC Review Team personnel which are outside the scope of the CPRT Issue-Specific. Action Plans (ISAP).

2.0 APPLICABILITY This procedure is applicable to hardware constructed at Comanche Peak Steam Electric Station, Unit 1, 2, and areas common to both units.

3.0 REFERENCES

3.1 CP-QP 16.0 and CP-QAP 16.1 Nonconformances 4.0 GEN):RAL Out-of-scope observations by QA/QC Review Team personnel will be reported to iUGCO. Copies of observations and any applicable responses are retained by the Hardware Collective Evaluation Engineer.

4.1 Responsibilities 4.1.1 All QA/QC Review Team Personnel All Review Team personnel are to report apparent out-of-scope observations by memorandum whenever they are observed.

4.1.2 Hardware Collective Evaluation Engineer l

fy The Hardware Collective Evaluation Engineer retains copies of each out-of-scope observation and any response for information and consideration in the collective evaluation activity. The Hardware Collective Evaluation Engineer advises the preparere should the out-of-scope observations, as determined by TUGCO, be previously addressed or of no concern in order to eliminats those that are redundant and/or insignificant.

4.1.3 TUCCO QA Coordinator 1

The TUGC0 QA Coordinator ensures the resolution of out-of-scope observations and should advise the QA/QC Hardware Collective Evaluation Engineer of those j

conditions TUCCO determined to be 1) previously addressed 2) no concern, or 3) reportable in accordance with Reference 3.1.

4.2 Policy QA/QC Review Team personnel should note apparent defects and discrepancies that are not applier.ble to the specific area or ites being reinspected / reviewed.

4.3 Definition 4.3.1 Out-of-Scope Observation An apparent defect or discrepancy which is outside the scope of any CPRT ISAP, or relates to an actio'n plan population but is not part of the randomly selected sample.

5.1 Initiating out-of-scope observations 5.1.1 Should any QA/QC Review Team personnel observe an apparent defect or discrepancy which is out-of-scope, they are to prepare a memorandum written on a three-part form similar to Brown and Root Fora No. 8523-AE.

5.1.2 The originator enters the information required by paragraph 5.1.1, then signs and dates the meno.

5.1.3 After signing the meno, the originator forwards it to the Hardware Collective Evaluation Engineer.

t 5.2 Distribution and control 5.2.1 The Hardware Collective Evaluation Engineer retains the" yellow copy of out-of-scope observations and all responses for consideration during the collective evaluation.
