LEAKAGE REDUCTION PROGRAM REPORT FOR PRIMARY CONTAINMENT MONITORING SYSTEM (T50-00)

INTRODUCTION: Both the Fermi-2 Technical Specifications, paragraph I

6.8.4.a.2, and the Fermi-2 FSAR, Section H.III.D.l.1, require that leakage from systems outside primary containment that could or would contain highly radioactive fluids, be reduced.

the leak tight integrity of the Primary Containment Monitoring System, a system leakage test is conducted once i-per reactor refueling (approximately once every 18 months).

This report is for the initial leakage test and retest after replacement of Hydrogen / Oxygen monitoring panels in both Divisions.

TEST DESCRIPTION: Procedure 43.408.01 consists of two separate l

tests, one for each Division.

With all the containment isolation valves closed the entire Division is pressurized 4

through a Leak Rate Monitor to achieve final test pressure of 4

]

56.5 psig (+1 psig, -0 psig). The system is allowed to stabilize at test pressure for a minimum period of 10 minutes after which test readings are taken.

The Leak Rate Monitor measures the amount of makeup air required to maintain test pressure which is equivalent to the total i

system leakage.

If leakage is substantial, corrective maintenance is performed and the test is reperformed.

TEST

SUMMARY

On 9-10-85, a base line test was performed on Division I.

An Initial leakage of 11.95 SCFH was recorded.

Inspection within the Hydrogen / Oxygen analyzer Panel revealed several fittings which were not tight.

The analyser's upper and lower diaphragms were found leaking an excessive amount.

The system was returned to maintenance for repairs.

After the repairs were completed, another test was performed and a leakage rate of 5.40 SCFH was recorded.

Leakage was still-noted at the Analyzer pump and additional efforts were made 4

by maintenance to repair the leaks, but no reduction in the leakage rate was observed.

On 9-23-85 a base line test was performed on Division II.

-During the initial test, the LRM panel was not able to stabilize, and the leakage rate was greater than the panel could. measure.

Inspections of the piping system and within the hydrogen / oxygen panel resulted in determining _ external leakage from tubing fittings and pump diaphragms within the Hydrogen / Oxygen analyzer panel.

The system was depressurized and maintenance was performed on the leaking components.

The post maintenance test was performed and a leakage rate of 1.40 SCFH was recorded.

During the Fall Outage 85-01 both Divisions were modified.

The modification included the change out of both Hydrogen / Oxygen Analyzers, the deletion of both Sample Pumps T5000-C001 A & B and containment isolation valves T50-F406 A

& B.

Test results after the modification were: Division I 0.86 SCFH and Division II 0.85 SCFH.

Both tests were l

completed on 11-9-85.

Test Results Summary: Corrective maintenance yielded a net result of:

ACCEPTANCE CRITERIA:

The general leakage criteria to be applied l

during the first fuel cycle as the basis for instituting l

corrective action in the form of corrective maintenance shall l

be 2.0 SCFH for each division. Per the EF-2 FSAR, this leakage criteria will be further evaluated at the end of the first refueling cycle to determine the long range leakage reduction program criteria.

This will allow experience gained during the initial fuel cycle to be factored into the l

long range criteria.
