LENGGE REDUCTION PPOGRAM REPORP FOR HIGH PRESSURE COOLANP INJECTION SYSTEM INTRWUCTION-Both the Fermi 2 Technical Specifications, paragraph 6.8.4.a.2, and the Fermi 2 UFSAR, Section 5.2.7, require that leakage from systens outside primary containment that could or would contain highly radioactive fluids, be reduced and maintained to as-low-as-practical levels. To demonstrate the leak tight integrity of the High Pressure Coolant Injection System, a system leakage test is conducted once per reactor refueling (approximately once every 18 months). This report is for the initial leakage test and retest after maintenance of the High Pressure Coolant Injection System.

TESP DeKi<1 PHON: With the plant at rated tenperature and pressure the High Pressure Coolant Injection (BPCI) System is placed in the test flow mode with the suction being taken from the Condensate Storage Tank. While in the test flow mode all instrumentation, the turbine and punps plus all system piping outrJe of containment are walked down and all discrepancies are noted. Following this HPCI is placed in the standby mode and the Torus suction valves are opened and the Torus suction piping is inspected.

TEST RESULTS: 'No conplete tests and one partial test were conducted on the High Pressure Coolant Injection System. The first test was conducted on August 31, 1985. This initial test identified leakage which was subjected to corrective maintenance; results are presented below.

Before the maintenance activities leakage was noted at 250 ml per min. No leakage was noted after maintenance.

TEST RESULTS SIMiMY:

Corrective Maintenance yielded a net reduction in total system leakage of: 1556.5 ml per min.

first fuel cycle as the basis for instituting corra:tive action in the form of corrective maintenance shall be 500 ml per min. This leakage criteria will be further evaluated at the end of the first refueling cycle to determine the long range leakage reduction program criteria. This will allow experience gained during the initial fuel cycle to be factored into the long range 1

criteria.
