1.0 PURPOSE The purpose of this instruction is to provide detailed direction and accept / reject criterion for performing reinspections of Tubing Welds / Material.

2.0

'PPLICABILITY This instruction applies to all samples selected for reinspection from the Tubing Welds / Material population in Unit 1, Common, and Unit 2.

The population is described in the population description for Tubing Welds / Material.

3.0 REFERENCES

3.1 Description memorandum for Reinspection of Tubing Welds / Material, QA/QJ-RT-1168, dated January 7, 1986, J.

Schauf to A. Patterson.

3.2 CPP-009, " Performance of Reinspections and Documentation Review."

4.0 GENERAL Reinspections are performed and documented in accordance with established CPRT procedures and instructions. Reference 3.2 provides the instructions for performing, documenting and processing the results of the reinspections.

Record on Attachment 6.3, Inspection Tools Used Form, the corresponding code of the Inspection Tools used for inspecting each attribute as applicable. Attachment 6.3 provides a list of standard inspection tools and their corresponding codes.

Verification of reinspection attributes shall be recorded on the Comanche Peak Response Team Checklist, Attachment 6.1.

All data required for documentation review shall be recorded on the Data Recording Form, Attachment 6.4.

Record deviation locations and dimensions, and any additional reinspection remarks, on the

(

Supplemental Remarks form, Attachment 6.5.

l Since all tubing / fitting welds are expected to be fillet (socket)

I welds this procedure does not provide any criteria for butt welds.

Should there be any butt veld, the cognizant engineer will then I

issue supplemental instructions to the inspector.

4.1 Responsibilities QA/QC Inspectors perform reinspections in accordance with established project procedures and instructions. Reference 3.2 addresses the method used to perform reinspections and to document and process the results.

4.2 Policy Activities performed under this procedure shall conform to the policies contained in the latest Comanche Peak Response Team Program Plan and Issue-Specific Action Plan (s).

5.0 REINSPECTION PROCEDURE General Requirements Prior to the start of reinspection, assure that welds are clean of any foreign material which would impede an adequate visual inspection.

When it is necessary to measure weld dimensions or surface defects during the course of the reinspection, unless O

specified tolerances are provided, such dimensions should be determined as accurately as is practically achievable using standard inspection tools.

NOTE:

Identify size and location of all deviations. Using l.5, provide a detailed description and sketch depicting existing conditions.

1. Tubing Welds 1

1.a.

Weld ID and Location i

Verify the weld identification and location is per the drawing and applicable design documents.

NOTE: No dimensional Eheck is required.

1.b.'~ Configuration i

Verify the type of weld configuration. The joint

(

connection shall be a socket weld unless otherwise specified on the isometric drawing or associated design documents.

QI-070 Rsv. 2 5.0 REINSPECTION PROCEDURE (Cont'd)

1. Tubing Welds (Cont'd) 1.c.

Weld Size Verify the weld size:

Tubing other than the Incore Detector Tubing l

For tubing 1/2 inch diameter and less, the required minimum weld size is 1/8 inch or equal to the thickness of the hub (lip), whichever is less.

Incore Detector Tubing / Coupling Connection (Welds 2, 3, 4 and 5, as detailed in FSI-00043 and Westinghouse Drawing 1207E02) i The required minimum weld size is 5/16" (based on a calculated value of.264 inch) - 1/32" tolerance.

Incore Detector Tubing / Tube to Nozzle Connection (Weld 1, as detailed in FSI-00043, Westinghouse Drawings 1207E02 and E-10873-184-001).

O

\\~ /

The required minimum weld size is 5/16" (based on a calculated value of.264 inch), -1/32" tolerance.

Where it is not possible to determine the weld size (due to the surface being ground, blended or polished uniformly), verify that the weld is equal to the wall thickness of the nozzle and that it blends smoothly with the tube, 1.d.

Undercut Verify that no undercut is present.

1.e.

Overlap

  • Verify that the wald is free of overlap.

1.f.

Cracks, Lack of Fusion Verify that the welds have no visible cracks or lack of fusion.

1.g.

Welders ID Symbol O

\\s_/

Welders I.D. symbols may be etched on fittings, flanges, etc.

4

QT-070 Rsv. 2 5.0 REINSPECTION PROCEDURE (Cont'd)

1. Tubing Welds (Cont'd)

If available, record welders I.D. symbol on the Data Recording Form, Attachment 6.4.

This data is to be used for the documentation review process.

NOTE:

Record "Not Available" if the welders I.D.

symbol is not marked.

1.h.

Weld Rust Verify that the weld has no rust colored corrosion product build-up which may be linear or localized.

Thin films of surface rust are acceptable.

NOTE:

The materials engineer will be available in the evaluation of weld rust acceptability.

2.

Base Material NOTE:

The reinspection shall be limited to within two (2) feet on both sides of the weld being reinspected or to the nearest weld, whichever distance is less, unless stated otherwise.

-~

V 2.a.

Base Material Traceability I

Record on the Data Recording Form, Attachment 6.4 the l

material's heat number (tube, valve, fittings, etc.),

color code or lot number, and/or any additional markings.

NOTE:

Record "Not Available" if the material identification color coding or markings I

cannot be located or identified.

2.b.

Base Material Defects Surface defects consists of the following l

possible types: ' Arc Strikes, Grinding Marks, Pit Marks, Gouges, and Scratches, Indentations, and

  • ' Identification Markings etc.

Tubing Verify that there are no base material defects which exceed a depth greater than that tabulated on Attachment 6.2 (Allowable Defect Depth Tables "A" & "B").

Base Material (Cont'd)

Tube Fittings For straight tube fittings (equal size inlet and outlet) verify that there are no base material defects which exceed a depth greater than that tabulated for the adjoining tube.

(See Attachment 6.2, Tables "A" & "B").

l For reducing tube fittings verify that there are no base material defects which exceed a depth greater than that tabulated for the smaller sized adjoining tube.

(See.2, Tables "A" & "B").

l Other (e.g., Nozzles on the Incore Detector Instrumention)

Verify that there are no base material defects which exceed a depth greater than that tabulated for the adjoining tube.

(See Attachment 6.2) 2.c.

Base Material Rust 3

Verify that the base material has no rust colored corrosion product build-up which may be linear or localized. Thin films of surface rust are acceptable.

NOTE:

The materials engineer will be available in the evaluation of base material rust acceptability.
