2.0 PURPOSE AND SCOPE 2.1 The purpose of this Quality Instruction is to define the method by which to verify the adequacy of Class 1E cable terminations of the (aj circuits that are necessary to prevent Core melt down at Comanche Peak Steam Electric Station. This is in direct support of the CPRT Action Item I.a.4.

2.2 The scope of this Quality Instruction is limited to inspection of the random sample conductors previously selected (see Ref.1.1), verifying

.that the as built locations are in accordance with design documents.

3.0 RESPONSIBILITIES Quality Inspectors (ERC) shall be responsible for physical inspections and completion of the inspection reports. The Electrical / Instrumentation Review Team Leader is responsible for review and approval of the inspection reports.

4.0 INSTRUCTION 4.1 VERIFY TERMINATIONS: The following criteria applies:

4.1.1 The Quality Inspectors shall verify that conductors are terminated to the proper place and in accordance with the latest applicable Engineering drawings or Vendor drawings.

Page 2 of 2 4.1.2 Where the physical terminations do not match the drawings, the em Quality Inspectors shall sketch the location of the conductors.

U 4.2 VERIFY CONDUCTOR IDENTIFICATION 4.2.1 The Quality Inspector shall verify correctness of conductor identification by use of the attached conductor identification tag 3

(containing cable numbar ) and correct color code as shown on current design drawings.

4.3 DOCUMENTATION (as applicable) 4.3.1 Quality Inspectors will be furnished an inspection package containing a controlled drawing of the latest revision and any DCA's pertaining to the cable being inspected, a SWA/TWF, and any other documentation and information needed to complete the inspection.

4.3.2 Quality Inspectors accompanied by ETG or Start-up (in accordance with their requirements), shall inspect the identified cable termination in the identified cabinet for agreement between connect drawing and field termination.

4.3.3 Quality Inspectors shall document the results of the inspection on the speciel I.R. provided (Attachment 1).

The I.R. shall be completed in accordance with Attachment 2.

If the inspector finds a discrepancy between the connect drawing and field termination, he or she shall identify the proper attribute and identify the discrepancy on an s

information copy of the termination drawing and attach the drawing to s

the special I.R.

The inspector shall also note the discrepancy in the remarks section of the I.R. along with the drawing number, revision and any applicable DCA's.

The. I.R. shall be reviewed for legibility, accuracy and completeness and approved by the ERC Level III. The completed I.R. shall be submitted to the Electrical / Instrumentation Review Team Leader for review / approval of satisfactory items and for evaluation referral of unsatisfactory items to TUGCo Engineering for disposition.
