Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 Exemption Request and License Cha Le Annlication (LCAT 243- Deletion of Security Requirements from Part 50 License after Fuel Movement to the ISFSI This letter transmits an Exemption Request, pursuant to 10 CFR 50.12, and LCA 243 which requests amendment of Facility Operating (Possession Only) License No. NPF-1 and the Trojan Tecimical Specifications This Exemption Request and LCA delete the Security Plan requirements of 10 CFR Part 50.54(p) and Part 73 for the Trojan Plant aller the spent nuclear fuel is moved to the proposed Independent Spent Fuel Storage Installation (ISFSI) area.

The deletion of Security requirements is to be concurrent with the completion of the movement of fuel to the 10 CFR 72 licensed area at the Trojan site. The Security requirements for the ISFSI area have been approved by the NRC Staff, by letter dated November 20,1996. The Exemption Request and License Amendment reflect the reduced potential for radiological sabotage or diversion of strategic nuclear materials after the spent nuclear fuel is removed from the Part 50 licensed area of the Trojan Plant.

These proposed actions are predicated on the receipt of a Part 72 License for the Trojan ISFSI, movement of the fuel to the ISFSI and the approval by the NRC Staff of License Change Application (LCA) 242 LCA 242 will authorize the removal of the ISFSI area from the Part 50 License. Approval of the ISFSI Part 72 license and the deletion of the ISFSI area from the Part 50 license will permit the timely decommissioning and termination of the Part 50 license for the balance of the Trojan site, consistent with the NRC approved Decommissioning Plan.
