. I My comments will refereqCe the carticular pane nunber of the draft regulation. Please excuse the informality of my letter; I hope these connents will assist ynu. Thank you.

Page Connent II-41 Despite what the naps may show the warnino sectors in Columbia County extend out only 24 miles from the plant.

Concerning the estinated cost of the Columbia County olan: the first year (75-76) that this office was funded full time the hudaet was

$17,715 of which $3,000 was contributed by PGE. Ilhat wa s the cos t to develop the pl an?

I really don't know. . . . the yea r and one-hal f orior to full time fundino the county spent about $6,000 for this n#fice. qurinq that tine this office spent 80%+ of its time on the nian.

Most o# the time the 75-75 year was sonnt on the plan also.

II-51 51,000 cost per iurisdictinn 'or updatinn nians annually is too low a finure, esoecislly i# it includes nainly the yaarly exercise, after the exercise sone time is always snent reviawino the exarcise results/critiane. This alwavs results in some revisinn of the pl an--i n snee cases involvino only 1 few canes, in others involvina whole sections of the olan. This can ho verv

with the denand for those funds. As additional counties in Grenon want to join the " civil defense" progran the funds are spread even more thinly.

In the past Columbia County has received 50% of -

those expenditures elioible for reinbursenent.

This nest year, FY78-79, it apoears that we will only recieve about 40% fundino. Perhaps DCPA should increase its PSA fundino for those counties with a nuclear facility at the expense of other c o u n t i e s . . . . . .? That is a touch question and I do not have a nood answer or recommendation. But we will need additional funds from some other source.(other tha'* n county resources) if we are to plan out the 10 miles succested in the 1RC/ EPA regulation.

II-112 I am very interested.in the concept of usinq the  ;

!!0AA radio for warnino/ notification of residents '

around a nuclear plant. This is similar to some talk we have had nere several years ano. tle did not pursue it because of the anticipated cost.

. I would like to receive what ever information you have concerning this, especially information about the reinbursenent of cost fron NOAA.

Your report (regulation) is well done. I an clad someone has at last recognized the inportance of fundino needed to accomplish our tasks. Funding fron flRC would perhaps be an appropriate means of getting the funding we need--at least for the olannino out the 10 miles in the EPZ's. Thanks.
