This will reaffirm my unequivocal opposition to restart of TMI Unit I.

This has been previously stated in Senate Resolution No. 93 of which I was the prime sponsor (copy forwarded to each member of the Commission on April 10, 1984).

The case of TMI must stand on its own; by this I mean the public's lack of confidence in the competence and integrity of the operators of TMI-GPU-Met Ed.

This includes the " nolle contendre" plea to a lesser of the indictments issued which under any interpretation of the law is much stronger than a no-contest - it is a clear admission of guilt.

It is clear that this plant should never be re-opened and that alternative soure.es of energy should be sought with the same energetic endeavors as GPU-Met Ed,has used in trying to restart TMI Unit I.

Included in such alternative sources should be a thorough investigation of the fluidized. base combustien process which would not only provide a less expensive source of energy but would help with the acid rain problem, would be an excellent war.te to energy system (helping to rid our Commonwealth of our culm banks), would help clean up our streams and wou1~d utilize one of our Commonwealth's most valuable natural resources, coa'l.

Most importantly, it would give piece of mind to the residents of this area' knowing that they do not have to li,ve'in an atmosphere of uncertainty as to another TMI accident.

P I implore you on behalf of the citizens of this area to give them that piece of mind they so well deserve and to look for viable alternatives.
