The Cannonwualth of Pennsylvania will not file proposed findings of fact or conclusions of law in this proceeding. The Carmonwealth, however, reserves its right to participate on appeal pursuant to 10 C.F.R. $2.715(c).
The Camusealth notes the IRC Staff has carmitted in the record of this proceeding to resolve any issue reinted to missing or loose plugs
. in the steam generator, and not to prove restart of IMI-1 until such issues are resolved. The CamotucaltYs nuclear engineering staff has connented on a proposed resolution of the problaas identified by the imC Staff.
The Cwmanwealth notes that the proposed detennination that the steam generator tuln repair program involves "no significant hazards consideration" is pmding beforo the Canission.
