Dear Dr. Grace:

The following is the status of our progress to date on resolving the violation identified in RlhGFM/RLP 50-400/83-29. This letter supercedes our July 25,1984, response (NRC-242).

In 'our December 9,1983, letter NRC-152, we advised you of actions we planned to take to resolve the violation.

In our February 1,1984, letter NRC-177, we advised that we had revised our specifications as required to allow substitution of standard marked fasteners to- simplify identification. We also expanded the scope of our fastener identification program to cover fasteners supplied un-installed by vendors.

In our July 25, 1984, letter NRC-242, we stated that a site administrative procedure, AP-XII-04 (Purchasing Bolting Materials), had been issued governing identification of bolting material and establishing controls to ensure similar Q and Non-Q fasteners are not issued. Until the procedure was issued and the various disciplines had a chance to become familiar with its requirements, we also routed all requisitions through the Civil Resident Engineer's office to assure uniformity and conformance with the procedure.

The special routing of requistions, having served its purpose, has been discontinued.

Investigation for acceptability of previously installed fasteners has been continuing, but additional time to complete the investigation will be required.

In some areas, the investigation for acceptability will include reinspection as individual documentation packages are completed and verified prior to system turnover. Our previous projection for completing this investigation was based on the, then current, fuel load and in-service dates which have now been re-scheduled.
