NPF-63 RESPONSE TO NRC BULLETIN 88-08 Gentlemen:

Carolina Power & Light Company (CP&L) hereby submits additional information as requested by NRC Bulletin 88-08, "Thermal Stratification in Piping Connected to Reactor Coolant Systems," for the Shearon Harris Nuclear Power Plant (SHNPP). Reporting Requirement No. 2 of NRC Bulletin 88-08 requires that licensees submit a letter confirming the completion of Bulletin Actions 2 and

3. The purpose of this letter is to confirm that these actions have been completed at SHNPP.

The completion of Bulletin Action 2 was previously documented in CP&L letter dated September 28, 1988. Bulletin Action 3 requires that licensees plan and implement a program to provide continuing assurance that unisolable sections of all piping connected to the RCS will not be subjected to combined cyclic and static thermal stresses that could cause fatigue failure during the remaining life of the unit. This continuing assurance program was implemented at SHNPP during the last refueling outage. This assurance was provided by instrumenting the subject piping to detect adverse temperature distributions and by establishing appropriate limits on temperature distributions.

By letter dated April 11, 1989, the NRC issued Supplement 3 to Bulletin 88-08 which provided information concerning a new valve and piping configuration which could result in unacceptable thermal stresses and requested that licensees review their previous response to the Bulletin to determine the effect if any of this new configuration. CP&L has completed its review of the existing plant configuration and has determined that significant design differences exist that either minimize the potential of occurrence or enhance the possibility of detection should a similar scenario be created at SHNPP.

As such, no additional actions are required by NRC Bulletin 88-08, Supplement
