TECHNICAL ASSISTANCE FOR PLANTS WITH NEAR TERM LICENSING (NT0L) ACTIVITY This is to inform you of the action DL has taken to provide technical assistance to complete timely reviews of NRC open items for the plants identified in the May 25, 1984 memorandum from W. J. Dircks regarding near term operating license activity. DL has requested through PPAS, $2,500K of FY84 funds to support the reviews of Comanche Peak and other NT0Ls (see Memo dated May 29, 1984 from H. Denton to L. Barry).

These funds are for use by all Offices as needed on these projects and therefore encompass NRR reviews, inspection, and investigative review assistance. These funds will be managed by the TAPMG in DL for coordinating the overall technical assistance effort needed to evaluate the NTOL open items. The funds needed for contractors will be provided by TAPMG to the appropriate FIN and certified by the FPAS.

Based on the Waterford Unit 3 experience in arranging technical assistance, there is a need to coordinate technical assistance for evaluating the NTOL open items.

In order to coordinate the use of contractors within the alloted funds and the priorities and work scopes established by the SES Managers, I have designated DL:TAPMG to coordinate the technical assistance effort for the NTOLs.

Please note that technical assistance needed to. support the NTOL reviews shall be identified as soon as possible in order for TAPMG to provide the funds needed.

ACTIONS FOR PLANTS WITH NEAR TERM LICENSING ACTIVITY Af ter reflecting on our discussions during the management meeting on May 17 and 18, I have decided upon the following course of action to ensure better coordination of our activities:

1.

An integrated schedule of all NRC activities (licensing, inspection, hearing and investigations) is to be developed by June 18 for the following facilities:

Comanche Peak Fermi 2 Wolf Creek Otablo Canyon 2 TMI (restart)

Byron 1 San Onofre 1 (restart)

Limerick 1 The integrated schedule should identify the expected completion dates for activities necessary to meet the projected fuel load or restart date and the organizations and personnel specifically responsible for completing the activities.

Critical path items should be highlighted.

In adjusting internally for resource allocation for developing and directing the schedules, you should ensure that operating reactors remain adequately covered. Anticipated requirements for supplemental resources, if necessary, should be clearly identified and contract personnel should be used where possible.

l As a result of the NRC management meeting on May 18, 1984, we have reanalyzed the NRC funding requirements for Near-Term Operating License (NTOL) and certain operating plant reviews for the remainder of FY 1934.

Based on our most recent analysis, the NRR mid-year resource request that was submitted by Jesse Funches to Dr.Triner on April 28, 1984 should be increased by $2,500K.

A markup of Exhibit 1 of the April 23, 1984 is enclosed, which reflects this increase and other changes sin;a April 23, 1984.

Note that the resources identified included our best enimate of the effort needed for licensing reviews and inspections.

If it becomes necessary to reallocate to other NRC offices and regions, we would submit the appropriate reallocation requests to you.

The additional resources are based on the following:

Waterford - $250K to assist in the review of issues, including necessary inspections that need to be closed prior to full power licensing. decision.

Comanche Peak - $1,250 to assist in the review of safety issues, inspecti'ons, review of allegations, etc. for timely licensing decision as identified in the, draft plan developed by the assessment SES (T. Ippolito).

Other NT0Ls (Fermt 2. Wolf Creek, Diablo Canyon 2, Byron 1, Limerick l, etc.) and operating reactors (San Onofre 1 restart). Althou.gh it is uncertain what needs to be accomplished on these plants, I believe that based on preliminary information, it is prudent to plan on about
