1.0 SCOPE 1.1 This procedure describes the requirements and methods qualifying production workers for coating work on Service Level I items in nuclear facilities.
1.2 Qualification is necessary to apply coatings or to supervise the mixing, handling, thinning, or adjustment of spray equipment.
2.0 REFERENCES
2.1 The following documents were used as guidelines:
2.1.1 10CFR50 Appendix B, " Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants".
2.1.2 ANSI N45.2.10-1973, " Quality Assurance Terms and Definitions".
2.1.3 ANSI N101'.4.1972, " quality Assurance for Protective i
Coatings Applied to Nuclear Facilities".
3.0 DEFINITIONS 3.1 Unless otherwise noted, the definitions contained in the above-referenced documents shall apply:

Examine each production worker's qualifications and see that the " Production Worker Qualification Record", Form SQA14-1 is appropriately filled out for qualified workers.
4.2 The Quality Control Supervisor shall review the " Production Worker Qualification Record", if it is in order, initial and distribute it.
4.3 The quality Control Inspector shall observe the demonstration of ability and inspect and document the work results.

C 5.0 PROCEDURE 5.1 Worke s to be qualified shall meet the following requirements for each material and method of application.
5.1.1 Six months experience in coating application.
(
5.1.2 Demonstrated ability to properly handle, thin, mix, and apply the material. This includes demonstrated ability to use application equipment and to make routine adjust-ments thereto.
5.1.2.1 Ability shall be demonstrated on surfaces and' in a manner similar to those anticipated for the actual Service Level I work.
5.1.2.2 Actual Service Level I work may be used for the demonstration if so approved by the Quality Con-trol Supervisor. Such approval to be based in part upon the difficulties of detecting and correcting inadequate or defective work if it occurs.
5.1.2.3 The Inspector shall ob. serve the work being dcne during the qualification. Workers shall not be qualified unless their work is done in accordance with the Quality Assurance Program and the pro-jact specifications (including appropriate in **
spections).

w 5.2.2 Copies of the completed and approved " Production Worker Qualification Record" shall be distributed to the Site Quality Control Manager (for filing), Project Manager, and Production Superintendent.
(1) 5.2.3 Documentation of inspection shall be on the SPCR,'(Form SQAl-5-1), or the " Painters Field Qualification Record",
j (Form SQAl-8-2).
5.3 Racertification 5.3.1 Certification shall be valid for twenty-four (24) months, workers must then be racertified in order to continue Service Level I coating work.
1.3.2 Racertification shall entail tha same requirements as those then in effect for initial qualifications and shall be documented. Observed and documented work by the employee on Service Level I work may be used to satis-fy the requirement for demonstrated ability for recart-j-
ification.
5.4 Activities requiring, qualification for Service Level I work.
5.4.1 Application of coatings.
O 5.4.2 All mixing and thinning of coatings shall be done under the supervision of a qualified workar.
l 5.4.3 All adjustments to spray equipment shall be done under i
the supervision of a qualified worker.
l 5.4.4 An individual shall perform application, = fring, thinning, and adjustments to spray equipment (for spray qualification only) to demonstrate ability for qualification.
5.4.5 Qua.lification for any method of application includes quali-fication for miring and thinning; qualification for spray application includes qualification for adjustaants to spray equipment. A worker may be qualified for mixing and th4==ing only; there is no experience requirement for qualification limited to mixing and thinning.
