1.1 This procedstre cets forth the-general requirements for the indoctrination and training of Mercury Company personnel in the Quality Assurance Procram to ensure that all employees affecting quality shall be properly trained in their responsibilitics, level of authority, lines of communications,

and job interfcces with all construction, activities relating to the QA Program.
1.2 The requirements of this procedure are applicable to personnel involved iti ASME III or safety-related act'ivities only.
1.3 This procedure is not intended to establish the detailed content or duration of training & indoctrination sessior.s. ANSI N45.2.6 is not' within the scope of this procedure.

3.0 REQUIREMENTS
3.1 Each e=ployee who perfor:$s quality related activities required by the QA Program shall be indoctrinated to h'is specific responsibilities, level of authority, lines of communications and job interfaces.
Indoctrination, by job category, shall be limited to the requirements of Table 1,

Section "A".
3.2 After indoctrination. each employee shall be trained in accordance with the requirements of Table 1, Section "A" at least annually and more frequently if deemed necessary by the QA Manager or QA. Supervisor. If recommended by the responsible instructor, re-training may also include excerpts from the recoc: mended training requirements of Table 1, Section "3".

Indoctrination cnd Training Rssponsibilities Chart QCP-3070-1) 4.1 The QA Manager shall be responsible for the overall indoctrination and training program. He shall be direc.tly responsible for the following:
A 4.1.1 Indoctrination & Training of QA/QC personnel, Department Managers, Supervisors, and Field Superintendents.
4.1.2 Maintenance of all Indoctrination & Training Records.
4.2 Each Department Manager, Supervisor or Superintendent shall be responsible for the indoctrination and training of each employee under his supervision.
4.3 Each employee engaged in quality related activities shall be responsible 3
to his supervisor for the reading assignments established for indoctrina-tion or training in Table 1, Section "A" and, when required by Para. 3.2, the recommended reading assignments established for additional training in Table 1, Section "B" and applicable Project Documents as assigned.
5.0 PROCEDURE FOR INSTRUCTION (INDOCTRINATION & TRAINING ASSICT!ENTS. TABLE 1):
- 5.1 Indoctrination & Training shall include a detailed review of applicable portions of the QA Manual and Project Control, Mechanical Construction, Electrical Construction, and Quality Control Procedures. Employees shall receive indoctrination or training assignments which relate to the work in which they are assigned in accordance with the requirements of-Table 1, Section "A".
Section "A" establishes the mandatory assignments for those employees receiving indoctrination or training. Section "B" indicates additional recommended training assignments which may be imposed by the instructor to improve the employees' understanding of quality related requirements. Training shall occur within one year after satisfactory completion of indoctrination. Thereafter, re-training shall occur at approximately one-year intervals.
5.2 The QA Manager or QA Supervisor shall maintain a training schedule to d
readily provide notification when re-training is required.
He shall notify each responsible Department Manager, Supervisor, or Field Superintendent of those empi /ees who are required to be indoctrinated or trained in acco n

5.3 The responsibic supervisor sh.all require each employee to review those Quality Procedures or AS!2 related sectichs which have been established as a reading assignment by the QA Manager.
5.4 After completion of the reading assignments, all personnel chall per-ticipate with the responsible instructor.in verbal discussion groups, or individually as may be appropriate,.to ensure a complete understanding of his role in the Quality Assurance Program.
6.0 INSTRUCTION TO PROJECT REQUIREMENTS:
6.1 The QA Manager or QA Supervisor shall be responsible to indoctrinate and train the Project Manager, Project Engineer, Field Superintendent, Area and Welding Supervisors, and all QA/QC personnel to the specific requirements of the project including Customer Contract Documents, 3
Special Procedures, and Project Supplemented Standard Procedures.
6.2 Each Depart'.ent Manager, Supervisor or Superintendent shall be responsible for the indoctrination and training of each employee under his super-
' vision to the requirements of the project, as applicable to his work assignment.
6.3 As each construction work package is issued by the Project Engineer for a specific work unit, the QA Supervisor or designee shall review the requirements of that work unit with the assigned Area Supervisor. The Area Supervisor shall instruct -the assigned foreman and craf ts personnel of the requirements and their responsibilities of the specific work unit.
7.0 DoctBTNTATION
7.1 After personnel instruction has been satisfactorily completed, the
. instructor shall complete the Record of Training, Form 266, distribute the original to QA for filing and maintain a copy for department records.
8.0 DEFINITIONS
8.1 Indoctrination - familiarity with specific responsibilities, level of authority, lines of communications and job interfaces. Indoctrination shall'be considered complete when an employee finishes with his/her reading assignments in accordance with Table 1, Section "A".

The three standards listed below are required for the fabrication and installation of items for a nuclear povat plant.

(2) American National Standards Institute, ANSI N45.2, Quality Assurance Requirenionts for Nucicar Facilities.
(3) American Society for Mechanical Engincoro, AS:E III,'Nucicar Power Plant Components.
'those standards require the establichment of an Indoctrination and Training Program for personnel performing quality related activitics. The purpose of indoctrination or training is to assure that Mercury personnel, performing activitics or making decisions that affcct quality, maintain,that proficiency in those creas governed by our Q.A. Program..
In order to comply with those requirements and fulfill the intent of our Q.A.
Program, wo have prepared QCP-3070, " Personnel Indoctrination and Training Procedure", which establishes reading assignments (e.g. a detailed review of applicable portions of the Q.A. Manual. Project Control, Hechanical Construction and Quality Control Procedures) according to your job category.
Accordingly, responsibilities for Indoctrination or Training are included in QCP-3070, Paragraph 4.1 which requires the Q. A. Managar to be "directly responsible for the indoctri-nation and training of QA/QC personnel Department Manaccrs, Supervisors, and Shop or Field Superintendants and...... Indoctrination, by job category, shall be limited to the requiroments of Table 1, Section "A".
3.2 After indoctrination each employee shall be trained in accordance with the requirements of Table 1, Section "A" at least annually and more frequently if deemed necessary by the QA Hanster or QA Supervisor. If recommended by the responsible instructor, re training may also include excerpts from the recommended training requirements of Table 1. Section "3".
3.3 Each amployee shall additionally be indoctrinated and trained to the requirements of the project, including Customer Contract Documents, Special Procedures ans. project supple. tented Scandard Procedures, as appitcable to his worn assignment.

4.1 Tac QA Manager shall be responsible for the overall indoctrination and training program. He shall be direc.tly responsible for the -

' 5.1 Indoctrination & Training shall include a detailed review cf applicable portions of the QA Manual and Project Control, Mechanical Construction, Electrical Construction, and Quality Control Procedures.
Employees shall receive indoctrination or training assignmsnts which relate to the work in which they are assigned in accordance with the requirements of Table 1, Section "A".
Section "A" establishes the mandatory assignment's l
for those employees receiving indoctrination or training.
Section "B" indicates additional recommended training assi nments unich may be t
imposed by the instructor to improve the employees' undcratanding of quality related requirements.
Training shall occur within one year 1
after satisfactory completion of indoctrination.
Thereafter, re training chall occur at approximately one-year intervals.
The QA Manager or QA Supervisor shall maintain a training schedule to readily provide notification when re training is required. Ils shall notify each responsible Department Manager, Supervisor, or Field Superintendent of those employees who are required to tie indoctrinated or trained in accordance with the requirements of Paragraph 5.1.

6.2 Each Departbent !!anager, Supervisor or Superintendent shall be responsible for the indoctrination and training of each employee under his super-vision to the requirements of the project, as applicable to his work assignment.
6.3 As each construction work package is issued by the Project Engineer for a specific work unit, the QA Supervisor or designeo shall review the requirements of that work unit with the assigned Area Supervisor. The Area Supervisor shall instruct the assigned foreman and crafts personnel of the requirements and their responsibilities of the specific work un'it.
7.0 Doct"TNTATION:
7.1 After personnel instruction has been satisfactority completed, the
. instructor shall complete the Record of Tcaining, Form 266, distribute tl.a original to QA for filing and maintain a copy for department records.'

The three standards listed below are required for the fabrication and installation of items for a nuclear power plant.
.(1) Nucicar Regulatory Commission,10CFR50-B, Quality Assurance Criteria for Nuclear Power Plants.
(2) American National Standards Institute, ANSI N45.2, Quality Assurance Requircracnts for Nucicar Facilities.
(3) American Society for Mechanical Engineers, ASME III,'Nucicar Power Plant Camponents.
These standards require the establishment of an Indoctrination and Training Program for personnel performing quality related activitics. The purpose of indoctrination or training is to assure that Mercury personnel, performing activitics or making decisions that affect quality, maintain,that proficiency in those areas governed by our Q.A. Program.
In order to comply with those requirements and fulfill the intent of our Q.A.
Program, we have prepared.QCP-3070, " Personnel Indoctrination,and Training Procedure", which establishes reading assignments (e.g. a detailed review of applicable portions of the Q.A. Manual, Project Control, Mechanical Construction and Quality Control Procedures) according to your job category. Accordingly, responsibilities for Indoctrination er Training are included.in QCP-3070, Paragraph 4.1 which requires the Q. A.
