WATERFORD TASK FORCE PROCUREMENT The Division of Contracts requires completion of the attached before they will process the small ryrchase order for the Waterford equipment and supplies that Louisiana Fower and Light Company provided.
Since I am not familiar with the circumstances that caused the delay, please complete the attached and return to me. Also, let me know whether 21 month duration is still valid.

SUBJECT:
UNAUTHORIZED PROCUREMENT COMMITMENT This office has received a requisition to award a purchase order for a service /
supply that has been accepted by your office (copy attached). The provisions of the Federal Procurement Regulations as supplemented by NRC Manual 1101, Part I, state that no contract shall be entered into unless all applicable requirements of law, executive orders and regulations have been met.
Failure to submit a requisition prior to the acceptance of the service / supply results in the Government incurring a debt which has not been funded or authorized and l
constitutes an unauthorized co=nitment which requires ratification by an appointed l
Contracting Officer. Such unauthorized commitments are not only contrary to procure-l ment regulations, they also re-resent unfair treatment of Vendors who act in good faith in response to requests for service that they presume to be proper and are I
then required to wait for many months for payment while ratification of the unauthor-ized commitment is obtained.
Failure to check with this office prior to purchase can, in some instances, result in the user being liable for payment if the item cannot be purchased under our procurement authority. Procedures must exist in each office to insure that requests for requirements are submitted in sufficient time prior to the date of requirement to preclude recurrence of this problem.
In order to detemine the basis for ratification of this unauthorized commitment, please furnish a written statement of facts explaining why this cocmitment occurred and action instituted to prevent its recurrence.
Your cooperation in eliminating unauthorized commitments is appreciated.

J. Dircks. Since then significant technical assistance funds have been expended by Region IV on these plant.s to support this effort.
My staff has identified $180K needed by Region IV to continue their technical assistance efforts. This is $120K for BNL to evaluate allegations on coatings at Comanche : <:ak and $60K (see enclosed referenced memo to D. M. Crutchfield) to make up for higher level of effort expended at Waterford 3 than originally planned by Region IV. This $180K requested for Region IV is in addition to the $2,500K requested for NRR, in my memorandum to you dated May 29, 1984, referenced above.
We request that you provide $180K imediately to Region IV. This will allow BNL to provide assistance for Comanche Peak during June 1984
