LICENSE CONDITIONS REGARDING GENERIC LETTER 83-28 FOR WATERFORD 3 The enclosed license conditions should be included in the Waterford 3 license to ensure timely implementation of Generic Letter 83-28, " Required Actions Based on Generic Implications of Salem ATWS Events."
It is suggested that these license ccnditions are telecopied to the licensee as our proposal. The project manager should then contact the licensee and reach an agreement on the license conditions. The licensee should then be reouested to submit a letter committing to all of the agreed-upon license conditions. Upon receipt of the licensee's letter, the project manager can reference this letter in the license.
The reference itself will become the license condition for all Generic Letter 83-28 requirements. Should any additional information be required, Tom Alexion is the program manager for this assignment.

Item 3.2 - Post-Maintenance Testing (All Other Safety-Related Components)
Condition - Prior to startup from the first refueling outage, the licensee shall implement a post-maintenance testing program in conformance with Item 3.2 of GL 83-28. Since the staff plans to perform a post-implementation review of this item, the licensee shall submit the results of their review
, prior to startup from the first refueling outage.
If the licensee desires to propose any changes to the technical specifications, the results of their review and proposed technical specification changes shall be submitted for staff review prior to startup frcm the first refueling outage, and the licensee shall implement this item in a timely manner following NRC staff review and approval.

Item 4.1 - Reactor Trip System Reliability (Vendor-Related Modifications)
Condition - Prior to October 1,1984, the licensee shall implement all vendor-related modifications in conformance with Item 4.1 of GL 83-28.
Since the staff plans td perform a post-implementation review of this item, the licensee shall submit the results of their review before fuel load.

Items 4.2.1 and 4.2.2 - Reactor Trip System Reliability (Preventative Maintenance and Parameter Trending Program for Reactor Trip Breakers)
Condition - Prior to December 31, 1984, the licensee shall implement a preventative maintenance and parameter trending program in conformance with Items 4.2.1 and 4.2.2 of GL 83-28. Since the staff plans to perform a post-implementation review of this item, the licensee shall submit a description of their program prior to December 31, 1984 I.
Items 4.2.3 and 4.2.4 - Reactor Trip System Reliability (Life Testing i
and Replacement Program for Reacter Trip Breakers)
Condition - Prior to startup from the first refueling outage, the licensee shall submit their reactor trip breaker life testing and replacement program. The program shall be in conformance with Items 4.2.3 and 4.2.4 of GL 83-28.
Since the staff plans to perform a pre-implementation review of this item, the licensee shall implement this program in a timely manner following NRC staff review and approval.

Item 1.1 - Post-Trip Review (Program Description and Procedure)
Condition - Prior to October 1,1984, the licensee shall implement a post-trip review program in conformance with Item 1.1 of GL 83-28.
Since the staff plans to perform a post-implementation review of this item, the licensee shall submit a description of their program prior to initial criticality.

Item 1.2 - Post-Trip Review (Data and Information Capability)
Condition - Prior to startup following the first refueling outage, the licensee shall implement a post-trip review capability in conformance with Item 1.2 of GL 83-28. Since the staff plans to perform a post-implementation review of this item, the licensee shall submit a description of their program prior to startup following the first refueling outage.

Item 2.1 - Equipment Classification and Vendor Interface (Reactor Trip System Components)
Condition - Prior to December 31, 1984, the licensee shall implement an equipment classification and vendor interface program in conformance with Item 2.1 of GL 83-28. Since the staff plans to perform a post-implementation review of this item, the licensee shall submit a description of their program prior to December 31, 1984.

Condition - Prior to December 31, 1986, the licensee shall implement an equipment classification and vendor interface program in conformance with Item 2.2 of GL 83-28.
