PIDS FOR FIN A-6819, RESOLUTION OF WATERFORD OUALITY CONTROL ALLEGATIONS Project Identification Summary sheets (PIDS) are attached (Attachment 1) for the subject project, which is to be accomplished by the Idaho National
,.y Engineering Laboratory.
An additional $100K in the Casework Decision Unit must be allocated for the stated FIN because DL presently has no funds approved for this work. Also Advance funding in the amount of $50K is needed to enable initiation of work on this project by INEL.
The basis for the urgency of this work is explained in an EDO memorandum of March 12, 1984 (Attachment 2). The resolution of these allegations must begin immediately to avoid potential delay of the low power licensing decision for Waterford.
If work were delayed to obtai_n a proposal, a corresponding delay may occur in NRC Staff resolution of licensing issues and a licensing impact could result. Any questions ~should be directed to Mark Williams, on extension 27014.

WORK REOUIREMENTS (DESCRIBE WHAT IS TO BE PERFORMED)
The contractor will evaluate the alleged improper quality control practice during the construction of Waterford Unit 3, by a review of associated QA/QC documentation and will document his evaluation which will give the signifi-cance of his findings and the generic implications of his findings as they.
relate to the facility.
The contractor will provide an interim Technical Evaluation Report (TER) and a final TER. The interim TER will be an immediate report to be used by the NRC Staff to address the alleged improper quality control practices in the low power licensing decision for the plant. The final TER will be provided within four weeks of the interim TER.

plants are quite complex and span more than one Office.
In order to assure the overall coordination / integration of these issu~es and to assure issues

are resolved on a schedule to satisfy hearing and licensing decision needs, '

I am. directing NRR to manage all necessary NRC actions leading to prompt licensing decisions.
Darrell Eisenhut, Director, Division of Licensing, NRR is being assigned the lead responsibility for this activity. He will coordinate the efforts of NRR, IE, and Region"IV, and will coordinate this activity with 01 and OELD.
Prior to any of the affected Offices undertaking Inajo} activities (e.g., inspections) or making decisions on these plants.
that activity should be concurred in by NRR.
We are presently in the process of assigning a dedicated senior manager to assist M.. Eisenhut in the management of these activities.
The first phase of this program will be the identification of issues needed to be resolved for each plant prior to hearing and licens,ing decisions.
Once the issues have been identified a Program Plan for resolution of each item should be developed and in;ilemented.
The Program Plan should addres's the scope of the work needed, the identification of the responsible line organization, and the schedule for completion.
In principle, this effort will therefore be similar to the effort ' undertaken regarding the allegation review on Diablo Canyon except that this effort should encompass all ligensing, inspection, hearing, and allegation issues.

Each affected Office will' assign.a full time senior managefto work with NRR to define, schedule and complete the issues.
I expect these managers to be identified by each of you within a few days.

provide dedicated resources and give their full support to this effort, to assure that all existing issues are expeditiously handled and all new issues In are promptly provided to NRR so as not to delay the licensing decisions.
