1.0 PURPOSE 1.1 This procedure specifies the method utilized in inspection and testing of items during construction and assembly activity on site and the surveillance of test performed by others.

2.0 SCOPE 2.1 This procedure applies to. work associated with the fa.srication, as-sembly, installation, erection, maintenance and repa".r of components, systems and structures of Nuclear Power Plants.

3.0 DEFINITIONS

3.1 Inspection

A pha'se of quality control which by means of examination, observation or measurement determines the conformance of materials, supplies, components,' parts, appurtenances, systems, processes or structures to predetermined quality requirements.

3.2 Surveillance

A review, observation, or inspection for the purpose of veritying that an action has been accomplished as specified.

3.3 Testing

'The determination or verification of the capability of an Item to meet specified requirement.s by subjecting the item to a set of physical, chemical, environmenta'l or operating conditions.

3.4 Repair

The process of restoring a nonconforming characteristic to a l

condition such that the capability of an item to function reliably and safely is unimpaired, even though that item still may not conform to the original requi'rement.

35 Rework: The process by which a nonconforming item is made to conform to a prior specified requirement by completion, remachining, reassem-bling or other corrective means.

3.6 Use-as-is

A disposition. which may be imposed for a nonconformance when it can be established that the discrepancy will result in no adverse conditions and that the item under consideration will continue to meet all engineering functional requirements including performance, maintainability, fit, and safety.

3.7 Verification

An act of confirming, substantiating and assuring that an activity or condition has been implemented in conformance with the specified requirements.

t 5.0 GENERAL 5.1 Quality Assurance Verification inspectors shall monitor work activities and perform all official inspections and verifications at the construc-tion site in accordance with applicable drawings, specifications, Work Procedures, and the applicable Site inspection and Test Procedures.

5.2 Certain proof, operational and performance acceptance tests may be performed by others but shall be verified. by a representative of the Project quality Assurance Department.

5.3 J. A. Jones Project Quality Assura.nce personnel'shall perform surveil-lance of subcontractor ongoing activities and final acceptance inspec-tion and test.

5.4 Inspections, tests, and verifications performed shall be documented and maintained in a manner which provides objective e'vidence of the inspec-tion and test status of materials, items, processes and systems.

5.5 All measuring and. test equipment used for acceptance inspection and test including proof test, operational and performance tests shall be checked to be in calibration and good working condition prior to per-forming inspections and test.

6.0 SITE INSPECTION AND TEST PROCEDURES l

i 6 '.1 quality Assurance Engineering shall prepare Site inspection and Test Procedures for those activities which require special instructions or equipment for inspection and/or testing.

6.2 quality Assurance Engineering shall use Construction Work Procedures,

" Approved for Construction" Drawings and Specifications for the pre-paration of Site inspection and Test Procedures.

6.3 The Site inspection and Test Procedures shall as a minimum contain:

The purpose of the document.

e The special equipment, tools or gages required to perform the i.

inspection of test.

e A copy of the inspection report or data sheet, if any required.

e Detailed instructions on completion of.each step of the inspection

or test prodess (including acceptance criteria).

Reference to any additional documents required to perform the e

activity, and the inspections or test.

j 6.4 Site inspection and Test Procedures,shall be reviewed and approved by the Project quality Assurance Manager or his designee, also they shall i

Customer prior to the performance of work.

6.6 After the Site inspection and Test Procedures have been approved or reviewed by the appropriate J. A. Jones personnel and reviewed by the Owner / Customer, they shall be distributed in accordance with POP-N-300, " Control' of Engineering Documents".

6.7 The inspector shall perform required inspections and verifications and assure all completed work is in compliance with the applicable

. approved drawings, specifications and other designated applicable documents and quality workmanship standards.
