Definitization of Amendment No.1 to Task Order No. 001 Under Contract No. NRC-05-84-152 Entitled " Technical Assistance for Support of Construction Appraisal Team (CAT) Inspections" (Waterford Allegations)

On April 2,1984, Parameter, Inc. was issued Amendment No.1 to Task Order No. 001 which authorized Parameter to commence effort in accordance with the Statement of Work provided within an established ceiling of

$42,000.00. This letter definitizes Amendment No. I to Task Order No. 001.

In accordance with Article II entitled " Task Orders" of the subject contract, authority is hereby provided for the contractor to perform Amendment No.1 to Task Order No. 001 as described in the enclosed Statement of Work in accordance with Parameter's proposal dated March 30, 1984, as revised April 5,1984, which are incorporated herein by reference, and telephonic negotiations between Ms. Wiggins and Mr. Lofy which concluded on April 11,1984.

This Task Order Amendment shall be in effect from March 29, 1934 through May 4, 1984. The cost ceiling associated with this Task Order Amendment is $105,339.02, of which $103,205.78 represents the total estimated reimbursable costs and $2,133.24 represents the fixed fee. This results in a new total cost ceiling for Task Order No. 001 including Amendment No.1 of $289,941.33, of which $283,978.14 represents the total estimated reimburs-able costs and $5,963.24 represents the total fixed fee.

Amendment No. 1 to Task Order No. 001 Under Contract No. NRC-05-84-152 The above Task Order is amended as follows:

1.

Additional Scope of Work Provide NRC Office of Inspection and Enforcement (OIE) - Bethesda, assist-ance and services in evaluating construction-related allegations at the Waterford Nuclear Plant Unit 3 power facility.

The activities to be conducted by these consultants will be to provide technical assistance to 0IE which will permit the NRC to determine the validity of allegations.

This assistance will entail the review of licensee documents, inspection records, procedures, allegations and the actual inspection of related hardware.'

Addition Statement of Work The contractor shall supply the below listed personnel types to provide

technical assistance:

a.

Two specialists in the area of electrical construction capable of evaluating allegations in the electrical discipline.

b.

One specialist in the area of civil construction capable of evaluat-ing allegations in the civil discipline, Three speciali'sts in the area of mechanical / piping construction capable c.

l of evaluating allegations in the mechanical / piping discipline.

Additional Estimated Level of Effort It is estimated that approximately four man-weeks of effort for each'of the six individuals specified will be required to complete this additionah work.

4.

Estimated Period of Performance The work under this Task Order Amendment shall conmence on March 29, 1984 and end approximately May 4,1984.

Work at the site shall start on April 2,1984.

5.

Place of Performance Waterford Unit 3.

6.

Government Furnished Information The NRC will provide copies of the allegations and related information to be reviewed by contractor.

This information is sensitive and must be protected by the contractor from disclosure to unauthorized individuals.

See Clause No.1.17 entitled " Dissemination of Contract Information" and Clause No.1.18 entitled " Private Use of Contract Information and Data" of the Letter Contract.
