TITLE:
AUDITS SECTION:
18 1.0 PURPOSE To delineate the requirements for a comprehensive audit system which will verify compliance with, and determine the effectiveness,of the Quality Assurance Program.
2.0 SCOPE The audit requirements of this section include re-sponsibilities of both on-site and off-site personnel.
Internal audi.ts performed by off-site personnel will be accomplished in accordance with corporate proce-dures.
3.0 RESPONSIBILITIES AND AUTHORITIES 3.1 Audits By Off-Site Personnel 3.1.1 The Fischbach and Moore, Incorporated auditing program is controlled by writ-ten procedures which define the require-ments and guidelines for scheduling, planning, conducting and documenting h

3.1.2 The Corporate Quality Assurance Manager shall be responsible for scheduling audits by the 3
off-site Quality Assurance personnel. He shall schedule initial audits, assure that subsequent audits are performed at periodic intervals, and verify corrective action to audit findings.
Corporate audits shall be scheduled at least semi-annually but may be conducted at a more frequent interval depending on the amount of site activity or if problems are disclosed by previous audits.
3.1.3 The Corporate Quality Assurance Manager will select the audit team leader and auditors.-
Selection of auditors shall be based on their

qualifications, special abilities or experience and knowledge of the area to be audited. Audit personnel shall have, or be given, the neces-sary training and orientation to develop their competence for performing audits.
Qualifica-tion and certification of auditors and Lead Auditors shall be in accordance with the re-qu'irements of ANSI N45.2.23.

Such audits shall be properly documented and a report forwarded to the Corporate Quality Assur-ance Manager.
4.0 REQUIREMENTS 4.1 Audits By Off-Site personnel 4.1.1 The audit team leader (whether acting individually or as a group) shall:

4.1.1.2 prior to each audit, the team leader will hold a pre-audit meeting with the team to discuss the audit plan and agenda.
4.1.2 The audit is conducted in accordance with the audit plan and agenda.
Additions may be made to the audit agenda if audit findings indicate that further investigation is required.

If corrective action is not accomplished within the speci-fled time, the Corporate Quality Assurance Manager will notify the Vice President-Power and Quality Assurance for further action and resolution.
4'.,1.5 The Corporate Quality Assurance Manager will determine if a verification audit is required to verify the adequacy of corrective action.
4.2 Audits By On-Site Personnel 4.2.1 Audits conducted at the site by the on-site Quality Control Group shall be the responsi-bility of the Project Quality Control Mana-s ger and he shall select personnel who do not l

4.2.2 The Project Quality Control Manager shall notify the supervisor of the activity which

is to be audited in advance.
4.2.3 He shall review the audit findings with the cognizant supervisor and arrange cor-rective action within a reasonable time frame.
4.2.4 Follow-up audits shall be scheduled to ver,
ify that corrective action has been com-a[kN pleted and is satisfactory.
'T 4.3 Audit Process Audits shall be performed in accordance with approved procedures and checklists and must include a review of obj ective evidence for compliance with quality assurance program requirements.
5.0 AUDIT RECORDS Audit Records, including plans and procedures, audit reports and associated correspondence, records of veri-fication activities, and qualification of auditors and Lead Auditors shall be retained on file at the job site until such time permanent records are turned-over to the Client unless otherwise defined in the applicable 3
proj ect turn-over procedure.
