x 1.0 PURPOSE 1.1 This procedure provides the method for making changes-to drawings and operation control reports (OCR's), and provides measures for the feedback of this information.

for incorporation into Engineering documents, Quality Records and submittal to EBASCO for final approval.

1.2 This procedure shall not supersede existing document control procedures, but is limited to provide a meth-odology fbr making minor changes prior to implementa-tion of same for expediting construction in those in-stances where the design intent would not be violated.

4.0 DEFINITIONS 4.1 Red Lined Drawing - Fabrication.or installation drawing that has been marked up to show either approved design changes issued by EBASCO or minor changes initiated by Mercury or EBASCO.

4.1.1 The term " Red-lining". refers to the ac.t of marking up a blue-line copy of a drawing using' red ink '

to indicate a change to be.made to the current approved and issued revision of that drawing. The change is in lieu of a formal review and issue of

a new re' vision per PCP-2010. The concept is based on the parameters eit'ablished by EBASCO for Mercury,

~

and the authorization given to the Project Engineer

~

to make such hin~f changes (See 4.2), without o

haVing to submit same to EBASCO.

4.2 Minor modification - A change to an EBASCO issued design information or configuration drawing that does not change the design intent but is required to allow fabrication or installation to continue. The Project Engineer or the designee shall determine when changes are considered minor.

4.3 Major Modification - A change to an EBASCO issued design information or configuration drawing that significantly changes the design intent and requires EBASCO approval prior to implementation. The Project Engineer or the des-ignee shall determine when changes are considered major.

4.4 Seismic Class 1 Supports - Any individual or continuous support designated as seismic class 1, including, but not limited to, tube track, tube track fittings, 2D and 3D clamps.

4.5 Mercury Drawings - Any drawing originated and generated by the Mercury Company of Norwood, Inc., or EBASCO developed for Mercury Company.

4.6 Customer Drawing - Any drawing supplied by EBASCO to Mercury Company for field construction / installation work.

This shall include but not be limited to, EBASCO drawings, EBASCO Vendor / Supplier drawings, or LP&L similar drawings.

4.8 REI - Request for engineering information.

4.9 Engineer - Ebasco Services Incorporated.

5.0. RESPONSIBILITY -

5.1 The Project Engineer shall have overall responsibility for implementation of this procedure.

5.2 The Area Supervisor shall have the responsibility for identifying those areas that require modification and to notify Engineering accordingly.

5.3 The Project Engineer shall have the responsibility for maintenance of all as-built and red-line information, to Mercury drawings.

5.4 The Quality Assurance Supervisor shall have-the overall responsibility for implementing the quality related activities pertinent to this procedure.

6.0 PROCEDURE The initiation, processing and flow of any red.-lining activity shall conform to the following:

l 6.1 Mercury Drawings, EBASCO I&C class P2 and P3.

l 6.1.1 The Project Engineer or the designee shall cause Red Line changes to be made pertinent to the identified problem area (s) on the drawing and.

within the guidelines set forth in paragraph 6.5. Red Line changes made to such drawings shall be noted by circling the area of work and block-ing in the applicable notes in red ink with the redline number inscribed and indfcating the change required.

6.1.1.1 The drawing shall be stamped with the " Red-line" stamp, EXHIBIT (1), and a sequential red-line number recorded thereon.

6.1.2 The Project Engineer or the designee shall no-tify the QA Supervisor or designee of the red-line change and have the change posted to the i

's mentation. The engineering stick copy shall be red-line stamped immediately by the Project Engineer or the designee. Reference 6.5.

6.1.3 Installation shall proceed in accordance with the approved " Red Line" drawing.

6.1.4 Each drawing that is in a red-line status at

' construction completion, will be verified by_

F_ield Engineering to insure that the instal-lation(s) meet specifications and that all applicable red-lining has been incorporated.

6.1.5 Finai inspection of co,mpleted installations to drawings with red-line changes shall be con-trolled as follows.

6.1.5.1 After Field Engineering has determined that.

the latest red-lined version of the drawing is the last change to be made, a verification and evaluation will be initiated and completed together with QC'and the red lined data ascer-tained as correct per 6.1.4, the Project Engineer or the designee shall:

6.2 Mercury Drawings, EBASCO I&C Class P4 through P8.

6.2.1 Drawings for P4 through P8 installations will'

'la processed for red-lining as described in 6.1.1, 6.1.1.1 and 6.1.4. In addition, paragraphs 6.1.3 and 6.5.4 apply to drawings for.those i

installations employing seismic class'1 supports and indicates same on the OCR.

6.2.1.1. Changes may be made by Engineering without red-lining, providing the specification and design intent are not violated. That is, the installation including seismic class 1 sup-ports shown on the current approved drawing does conform to the EBASCO specifications and/or typical installation detail require-ments.

6.2.2 Upon construction completion, field engineering shall verify the installation to the current construction drawing and red-line any changes as needed. This redlined drawing shall then be used to post the latest redline data onto both the QA record and Engineering stick drawing..

6.2.3 Apply the Redline Stamp, initialing and dating same on all Redlined Drawings.

6.2.4 QA Planning shall, upon receipt of a form-208 signed by Engineering, transmit the pertinent QA control copy of the drawing to the vadit.

The Project Engineer shall receive the construction copy of the drawing transmitted by field engineering.

6.2.5 Coincidental with the receipt of the construction copy of the drawing,the Project Engineer or the designee shall.cause the original drawing, with the construction and engineering stick copies of same to be placed on a hold status, thus, any changes or revisions to a drawing shall only be done with the authorization of the Project Engineer or the designee.

6.2.6 The Project Engineer or the designee shall evaluate the engineering stick drawing and determine if any incorporation of the red-line (s) into a subsequent revision of the drawing, is necessary.

6.2.7 Additional redlines required after the drawing is placed on hold will be processed in accor-dance with appendix A.

6.3 Customer Drawings 6.3.1 The area supervisor shall identify the instal'-

lation problem to Mercury Engineering and recommend a resolution whenever possible.

6.3.2 Mercury Engineering shall then describe the problem with a proposed resolution, via an REI, to EBASCO, requesting an Ebasco representative to make the necessary changes to the drawing in accordance with paragraph 6.2.1 of Ebasco Pro-cedure ASP-IV-37.

6.3.3 Mercury Engineering personnel shall make the necessary changes to the drawing in red ink.

The Ebasco Design Representative (ESSE) shall then sign and date the redlined drawing together with the Project Engineer or the designee. The responsibl.e ESSE Engineer shall also review, initial, and date redlines made to EBASCO hanger or su.pport drawings prior to issue for work.

Such reviews, initialing and dating shall be pertinent to changes from design and configuration.

Such approval is not required for redlining of_

unique weld numbers.

6.3.3.1 In the event an Ebasco representative cannot provide a red-line solution, he and the Project Engineer shall formulate a recommended resolution and submit,it to EBASCO Engineering via an REI.

6.3.4 Installation, inspection and verification shall proceed in accordance with 6.1 or 6.2 as appli-cable.

6.3.5 Customer drawings with " Red Line" information included, will be transmitted to EBASCO for incorporation of the approved changes. This shall also be in conformance with 6.5.5.

6.3.6 The Project Engineer shall submit all red-lined Preliminary As-Built customer drawings to EBASCO for review and approval after completion of the installation. Drawings shall be submitted by Start-Up system unless otherwise directed by EBASCO.

6.3.7 If the red-line condition is unacceptable Ebasco shall notify Mercury Company in order to reach a resolution in keeping with the original design and the Preliminary As-Built deficiency. Such a resolution shall be handled as new design information via a revised drawing, FCR or DCN.

ii.3.8 If or when the red-lined condition is acceptable, Ebasco shall so signify by signing and dating the drawing (s) and returning same t;o the Mercury Project Engineer for maintenance until turnover of records per SP-671.

6.3.9 Addi.tional redlines required after the drawing is " Preliminary ~As-Built", will be processed in accordance with appendix A.

6.4 Guidelines for red-lining.

6.4.1 Piping and Tubing.

6.4.1.1 Reroute 2" and under pipe or tubing without introducing high or low points, outside of I

the design intent to avoid interferences su'ch as:

A.

Mislocated blockouts or sleeves.

  • B.

Other discipline field routed systems, including supports and hangers.

C.

Electrical boxes or similar equipment.

6.4.1.2 Pipe rerouting shall be limited to 45 or 90 offsets in the immediate area of interference.

Rerouting of complete lines is considered a major modification and shall be processed per 4.3.

6.4.1.3 Rerouting of tubing shall be limited to con-ceptual location as shown on instrument loca-tion arrangement drawing. Deviations shall require approval from Ebasco and a revision,

to the Mercury drawing. Such request shall be initiated via an REI and processed per PCP-2010, appendix A, section 3.0.

6.4.1.4 Add or delete field weld numbers as required.

The addition of welds on P2 installations shall be done prior to the commencement.of welding operations'and in accordance with.

6.1, 6.2, or 6.3 as applicable. The addition or deletion of Field / Shop welds does not require Ebasco concurrence provided the design intent remains intact.

6.4.1.5 Add couplings not specified on drawings.

Generally the additional number shall not exceed two (2) in forty (4'0) feet of stright run of pipe or tubing. The addition or deletion of field welds will be in accordance with 6.4.1.4.

Exceptions to this requirement shall be those drawings that are frozen and/or Final As-Built per W4v A and ANSI B31.1 installation drawings identified as otmplete via a Certifi-

(a) When P=dlining on a drawing is of a density to warrant the incorporation of same.

Q APPENDIX A 1.0 PURPOSE 1.1 To provide a methodology for processing redline changes to drawings and maintain measures for the incorporation-of these change 3 into the Engineering documents and Quality records prior to the assemblance of same for final documentation.

2.0 SCOPE 2.1 This appendix shall govern the redlining done after a drawing is " Preliminary As-Built" or "As-Built" (Customer drawings only).

3.0 METHOD 3.1 Mercury drawings, EBASCO I&C Class P2 and P3.

3.1.1 The redlining of drawings required to perform construction activitles via a Supplemental OCR, shall be done on PAB revision copies of that dr. awing. At a minimum, one drawing of the three required shall carry the EBASCO approval and a

Document Control (Logo) Stamps and all shall be"

' initially stamped "FOR INFORMATION ONLY" by Ddcument

'C6ntrol prior to issue for redlining by Engineering.

3.1.2 All three copies of the drawing shall be identi-cally redlined and such redlines to be highlighted by circling the area of work and blocking in the applicable notes in red ink, inscribing the red-line number and indicating the ' chang 6(s) required.

3.1.3 The redline stamp shall be applied to all the drawings, and assign and record thereon, a se-quential redline number initialing and dating l

same.

U 3.1.4 Upon completion of 3.1.3 the three drawings shall be processed into Document Control where control numbers will be assigned, including an alpha suffix that shall correspond to the pertinent Supplement OCR alpha' suffix.

The Q.A control copy drawing shall bear the EBASCO approvaland Document Control (Logo) Stamps, 3.1.5 Prior to further processing of tilese drawings, Document Control shall delete the "FOR INFORM-ATION ONLY" stamp, initialling and dating same and then apply all remaining applicable stamps required for construction, to the drawings.

3.1.6 Document Controi shall prepare transmittals that will accompany the drawings to Q.A planning per PCP-2010.

3.1.7 Upon Q.A and as required ANI app'roval, the Engineering stick copy shall be transmitted back to Document Control for maintenance with-in the applicable drawing's file. Q.A planning to process the remaining drawings as required.

3.1.8 Subsequent! redlining of the drawings within a supplemental OCR is permissable providing th'e OCR is still in construction. But upon the completion of construction and the Q.A control copy together with the construction copy draw-ings have been stamped P.A.B, further construc-tion to the applicable installation shall be done via another sequ.entially assigned suffix to the pertinent OCR. Such an OCR shall be processed per 3.1.1 through 3.1.7.

3.1.9 For those drawings required to perform construc-tion activities outside the pressure boundary le; supports, hangers and tubetracki 3.1.1 through 3.1.8 shall apply except no Q.A control copy drawing will be required. Q.C activities shall be accomplished via the construction copy drawing.

3.1.10 Redlining of drawings within a Supplemental OCR either during construction or upon comple-tion of same shall be achieved as delineated in 6.0, in particular 6.1 of this procedure and as stated in 3.1.9 of this appendix.

3.2 Mercury drawings, EBASCO I&C Class P4 through P8.

,3.2.1 The redlining of drawings required to perform construction activities via a revised OCR, shall be done on the existing control drawings perti-nent to the OCR. When such a drawing or drawings are not available, replacements, stamped "INFOR-MATION ONLY" shall be issued and redlined accord-ingly. Complete the drawings and process'same per 3.1.2 and 3.1.3 of this appendix respectively 3.2.2 Document Cor$ trol shall process the three drawings and assign the respective control numbers, only to the replacement drawings, after deleting the "INFORMATION ONLY" stamp and initialing and dating same. The drawings shall then be, processed and issued per.3.1.6 and 3.1.7 of this appendix.

3.2.3 The re.dlining of drawings within an OCR either in construction or completion of same shall be done in accordance with 6.0 and in particular 6.2 of this pro.cedure.

3. 2. '4 The redlining of drawings ih*this category shall have no boundary, but rather shall be all en.com-passing in nature.

3.2.5 Unique numbers and. support types that need to be added onto, or corrected on drawings, shall be done by redlining the construction and Engineer-ing stick drawings only. For these redlines only, no redline stamp, initials and date is required.

CUS'IUMER DRAWINGS 3.3.1 The processing of Customer Drawings for subsequent redlining after Preliminary As Built shall.be in keeping with this appendix, in particular paragraphs 3.1.2 through 3.1.10, paragraphs 3.2.1 through 3.2.5 and paragraphs 3.4.1 through 3.4.10.

3.4 General 3.4.1 Those drawings submitted to EBASCO for approval and returned with comments shall have the valid comments incorporated via redlines onto the EBASCO approved copies of that drawing. Any N

redlining that initiates rework shall be processed per 3.1 and in keeping with 3.4.8 of'this appendix.

Where rework is both pressure and non-pressure boundary the scope.of work shall address both.

That is, the initial redline shall include pressure boundary work only with a footnote to the redline stating " Support comments will be incorporated via redlines, prior to Final As-Built". In those instances where comments require resubmittal of the drawing, such comments shall be incorporated into the original drawing and transmitted back to EBASCO for approval.

3.4.2 After the incorporation of EBASCO comments via redli.nes, the existing redlines on the pertinent and current Engineering stick copy drawing snall also be incorporated onto the drawings, thus, the EBASCO approved copies are now current and viable prior to processing of same.

3.4.3 Control drawings superceded by Supplemental OCR drawings, drawing revisions or replacement b.y EBASCO approved copies shall be processed per PCP-2010 and in keeping with 3.4.7 and 3.4.9 of this appendix.

3.4.4 Those EBASCO comments' drawings utilized by Engineering for the incorporation of such valid comments shall remain with the Engineering file until it is deemed that they are no longer re-quired. At that time they will be returned to the Historical. File.

d 3. 4.6 All redlines for pressure boundary supplemental work shall be existing on the current approved redline drawings until such drawings and the applicable redline is frozen. Redlines for items other than pressure boundary work shall be re-corded on the applicable drawing only after the drawing at the current revision and redline has been frozen relative to the pregsure boundary.

3. 4.7 When an existing OCR that carries a suffix to d

therefore not in the Vault, no further supple-ments to that OCR can be issued for processing, until the proceeding supplement is vaulted. Thus, integrity is maintained for each supplement of the OCR and its applicable redlined drawings.

This shall be maintained for both pressure boundary and non-pressure boundary supplements.

3. 4.8' Upon completion of Q.A reviews for OCR's and their pertinent P.A..B (pressure boundary only) drawings and it has been established that all exceptions to the installation pressure boundar.y have been closed, including!an acceptable pressure test, engineering shall review such drawings and signify acceptance of same, by.

applying the " Drawing Frozen" stamp (Exhibit #2) to the Q.A control copy of the drawing only, initialing and dating same. Such " Frozen" drawings shall remain in the vault for further processing.

3.4.10 Upon the completion of any non-pressure boundary work and it has been established that all'excep-tions to the total installations have been closed, including support identification notations, Engineering shall review such a drawing and signify acceptance of same by applying the!" Final As-Built" stamp Exhibit (4) to the applicable Engineering stick drawing.

Such drawings shal1 then be secured in a controlled area for further processing.

3.4.11 In those instances where for ease of continuity or clarity an existing redline's contents are to be redlined onto a drawing subsequent to the existence of that redline, such additions of an existing redline'are permissable, but the new redline and redline' stamp shall be assigned the next sequential redline number., The redline stamp shill be annotated "Same As R/L #"

(existing R/L f).

A 3.4.12 For those instances that fall within this pro-M cedure and appendix A of same, but further guidance is required, shall be reviewed by the Project Engineer and a resolution obtained with the concurrence of the quality assurance manager.

Such resolutions shall then be processed per this procedure and appendix.
