g) 4.0 DEFINITIONS 4.1 liYDR0 STATIC TEST - A pressure test that is conducted with water and is performed to verify the integrity of the piping, tubing or equipment.

4.2 PNELHATIC TEST-A test that is performed using a nonflammable compressed gas as a pressurizing medium to verify the integrity of the piping, tubing, or equipment.

4.3 ANI - Authorized Nuclear Inspector 4.4 TEST - The determination of verification of the capability of an item to meet specified requirements.

4.5 VERIFICATION - The act of personal or physical observation that an activity or condition has been, in fact, performed or established in accordance with the specified requirements.

4.6 TITI.ES - Titles used in this procedure signify the specific person or his designes.

4.7 CODE INSPECTOR - Louisiana State Code Inspector 4.8 IN. SERVICE TEST - A test using the process medium at operating pressure to prossurize lino to be examinoa, (only applicaolo to B31.1 Installation at owners direction.)

4.9 P & I.D. - Pipo & Instrumnt Drawing 5.0 RESPONSIBILITY 5.1 The Project Manager shall be responsible for the administration o't this procedure.

l 5.2 The Hercury Start-Up Systems Coordinator shall be responsible for the development of all hydrostatic or pneumatic test instructions. He shall provide direction to the applicable area supervisors in the performance of all tests being conducted by Mercury Company. lie shall be responsible for contacting Hercury Quality Assurance and Ebasco Start-Up for witnessing test. He shall also be responsible for the incorporation of test data in the test instructions upon completion of the test (ANSI B31.1 only).

5.3 The Field Construction Superintendent shall be responsible for providing an applicable area supervisor and craft labor to support the Hercury Start-Up Systems Coordinator in the implomontation of the testing program.

5.0 RESPONSIBILITY (Continued)

T.4 The Quality Assurance Supervisor will be responsible for ensuring that each OCR package within the test boundaries has been reviewed for completeness and for presenting the i

packages to the ANI for his review as required.

5.5 Quality control shall be responsible for inspection of all Hydro / Pneumatic Tests which Mercury Company shall perform.

5.5.1 Quality control shall perform the following duties on all B31.1 tests.

5.5.1.1 Checking test instructions for completeness and accuracy.

5.5.1.2 Providing any M & TE item needed to perform the test.

5.5.1.3 t'itnessing the actual test and signifying acceptance by signing MCP-2170-2(H) or (P) in the appropriate block.

5.5.2 Quality Control shall perform the following duties on all ASME tests.

5.5.2.1 Checking test instructions for completeness, accuracy, and ensuring that documentation is acceptable.

5.5.2.2 Providing any M & TE item needed to perform the test.

5.5.2.3 Notify the ANI for those test requiring his, inspection.

5.5.2.4 Verify the valves within the test boundaries are properly aligned to assure pressurizatier of all applicable welds / fittings.

5.5.2.5 Examine all welds within the test boundary, as identified on the veld Data sheets, and and assure no leakage is evident.

o 5.5.2 (Continued) 5.5.2.6 Inspect all compression fittings within the test boundaries for evidence of leakage or obvious damage.

5.5.2.7 Enter the test gauge data and test results on forms MCP-2170-2 (H) or (P).

5.5.2.8 Sign and date the " Accepted by portion of forms MCP-2170-2 (H) or (P) upon sucessful completion of the test.

5.5.2.9 Initiate a nonconformance report if any welds /

fittings are found to be leaking during the test.

5.6 The Project Engineer will be responsible for the review and approval of all hydrostatic and/or pneumatic test instructions generated by Mercury Company for the Waterford III Site, 5.7 Mercury Company will coordinate testing with other contractors in order to make testing as inclusive as possible, and minimize the number of test required and the time spent conducting them.

6.0 PROCEDURE 6.1 General Instructio,n 6.1.1 The Start-Up Coordinator shall initiate the test instruction.

All hydrostatic or pneumatic test pressures shall conform to the testing requirements for the applicable code or specification.

Piping test pres-sures for ANSI B31.1 and ASME Section III Classes 2& 3 shall be based on the design pressures noted in the Nuclear Piping Line List (LOU-5817.075A),

balance of Plant Piping List (LOU-5817.075E) and FCR-MP-614.

The Project Engineer shall verify the calculated test pressure to be less than the test pressure of the equipment within the system test boundaries.

6.1.2 The Start-Up Systems Coordinator will notify the Ebasco Start-Up Engineer of any system test pressure greater than the equipment test pressure, and shall generate the hydrostatic or pneumatic integrity test instruction.

The test instructions will contain the following:

This sheet will provide information such as system, test number, attachments con-tained in package and test instruction approval signatures.

6.1.2.2.

MCP-2170-2 (Hydrostatic / Pneumatic Test Data Sheet).

This sheet will contain all the neces-sary Engineering information required to perform the test including the required test medi n.

This data sheet will also include witness and acceptance blocks for signature and date of the actual test.

Retests will be so designated on this form.

6.1.2.3 A drawing showing the boundaries of the system to be tested.

The drawing will be marked or stamped in red ink, "FOR TESTING ONLY UITH MERCURY CO. TEST NO.

6.1.2.4 MCP-2170-3 (Valve Line-Up Sheet) identifies all Ebasco numbered valves, shown on P & ID and will show the position,either open or closed, and will indicate safety tagging if required.

(H) of (P).

6.1.2.5 When the test instructions have been completed, the Start-Up Systems Coordinator will sign and date MCP-2170-1 (H) or (P).

He wil1 then submit the test instruction package to the Project Engineer for his review and approval.

6.1. 2.- 6 The Start-Up Systems Coordinator will maintain a log of integrity tests.

6.0 PROCEDURE (Continued) 6.1.3 Se Project Engineer will review and cmnent on'the test instruc-tions. After all ccTments have been resolved and incorporated, he shall sign and date MT-2170-1(H) or (P) signifying approval.

He will then sutreit the empleted test instructions back to the Start-Up Systems Coordinator.

6.1.4 2e Mercury QA Supervisor (and the ANI where required) will revis and ccr:Tnent on the test instructions. After all cmnents have been resolved, he shall sign and date MCP-2170-1(H) or (P) sig.i-fying approval. He will then submit the ccrrpleted test instructicca back to the Start-Up Syste s coordinator.

6.1.5

'No (2) copies of ther test instructions shall be submitted to the Ibasco Start-Up Engineer for review and coment. All ccrrents will be resolved and the Mercury Start-Up Systems Coordinator will resiirit the origiral test instructions package to the Ibasco Start-Up Ihgineer to sign and date MCP-2170-1(H) or (P) also signifying his approval. Ebasco Start-Up will then transmit _ the approved test instructions to the Mercury Start-Up Syste s Coordin-ator.

6.1.6 A copy of the apprwed hydrostatic or pneu atic test instructions will be routed to the Field Construction Superintendent for use in Construction setting up on the actual test.

6.1.7 20 Start-Up Systen Cbordinator shall request the Project Engineer to release the test instructions. Se Project Engineer reviews documentation as applicable and signifies the systen is ready for testing by signirg MCP-2170-2(H) or (P).

We Project Engineer forwards test instructions to Quality Assurance.

6.2 PREPAM TION FOR TESTI m 6.2.1 Price to the beginning of any Class 2 or 3 hWostatic or pneu atic test, Mercury QC will walk down the system and test setup for discrepancies. Se ' discrepancies will be noted on MCP-2170-4.

This form will be part ot the test instruction pack-age at the time of the test.

All noted discrepancies which would impact the test will be corrected and signed-off by MQC prior to the test.

During the walkdown, MQC will use copies of the Weld Data Sheets (Form 197) which list the welds under test. (teld Data Sheets used will become part of the final test package).

6.2.2 DELETE 6.2.3 Prior to the beginning of a test the Mercury Start-Up Systems Coordinator will walkdown the boundaries of the test and accomplish the valve line-up as in-dicated on MCP-2170-3.

(Mercury Craft will provide support.) Ebasco or LP&L personnel will accomplish tagging for all valves specified as safety tagged valves on the valve line-up sheet MCP-2170-3 in i

accordance with appropriate Ebasco or-LP&L procedures 6.2.4 The Mercury Start-Up systems Coordinator shall notify the responsible Ebasco Systems Coordinator and the Code Inspector 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> prior to the beginning of any testing of ASME Section III, Class 3 Systems.

6.2.5 Prior to the performance of any hydrostatic integrity, test of 300 psig or over, or pneumatic intergrity test of 200 psig or over, the Mercury Start-Up Cystems Coordinator will notify the Ebasco Safety Department (Ext. 444) of the intended test.

6.2.6 Equipment that is not to be subjected to the pressure test shall be either disconnected from the system or isolated by a blank flange or similar means.

untested portion of such a system shall be adequately vented to prevent pressure build-up.

6.2.7 All mechanical and welded joints shall be left ex-posed for inspection during the test.

6.2.8 Flanged joints at which blinds are inserted to blank-off other equipment during the test need not be tested until the blinds are removed.

6.2.9 Hydrostatic testing will not be perforned until all hangers or supports have been installed or until te:porary hmgers have been installed which will adequMely support the syste being tested, as determined by Mercury Engineering.

6.2.10 'All test Pressure gauges shall be calibrated against a standard dead-weight tester or a calibrated master gauge. The gauges shall be calibrated before and after each test or series of tests. A series of tests is that group of tests, using the sa.e pressure test gauge or gauges, which is conducted in a period not exceeding two weeks.

NOTE: Two (2) gauges will be used in each test, except in-service test-ing no gauges are required. One (I) gauge must pass the post-test cali-bration. (Pre and Post test calibration reports will become part of the final test package.

6.2.11 All Hydrostatic tests perfomed by Mercury are performed at arrhient tenperatures and long term lay-up is not used; therefore, te pera-ture indicators are not required, unless otherwise recuired by LP&L Hydro Coordinator on his designee.

6.2.12 The test pressure gauges shall have dials graduated over a range of not less than one-a+.ane half (lh) or rare than for (4) times test pressure.

6.2.13 A test pressure gauge shall be visible to the operator controlling the pfassure, throughout the test.

6.2.14 If the pressure test is to be maintained for a period of tirre and the test medi=. in the syste.is subject to expansion or the capacity of the test pep could readily exceed the systen pressre, precautions shall be taken to avoid excessive pressr e.

A calibrated relief valve set to 1-1/3 times test press = e may oe used for the test at discretion of Mercury Start-up Coordinator or LP&L Hydro Coordinator.

6.2.15 Leakage frcrn teprary gaskets, seals, or test gear connections.

6.2.16 When changes to test configuration are necessary, testing boun-daries rray be reduced but never increased. The valve lineup sheet and instrument list shall be modified to reflect the new boundaries prior to the ccrpletion of the test.

6.3. HYDROSTATIC 'IEST INSTRUCTICNS 6.3.1 Fill system slowly by appropriate means.

Establish that the system under test is full.

6.3.2 DEIEIE 6.3.3 Increase pressure slowly to design pressare and hold.

6,3.4 The Mercury Start-Up Systems Coordinator will walkdown the systems and verify tightness, and then notify the Ebasco Start-Up Group that the test is ready to begin.

NOTE:

One (1) hour notification is required in order for Ebasco Start-Up to notify LP&L of the test.

No actual test will begin without prior approval from Ebasco Start-Up.

If any LPLL cr Ebasco department elects to waive the witness of the test, the LP&L Flushing and Hydro Coordinator or the Ebasco Start-Up Systems Coordinator must sign the original test instruction stating sc.

6.3.5 After the arrival of the necessary witnessing personnel, the pressure ray slowly be increased to test pressure.

6.3.6 Maintain test pressure for a minirm.r. cf ten (10) rinutes.

6.3.7 Exa-ination of ASEZ Section III, Classes 2 & 3 Systers for leakage shall be rade at design pressure or at 3/4 the test pressure, whichever is greater.

6.3.7.1 Pu ps and valves shall be exa-ined at test pressure.

The test pressure shall be raintained for a minir==. of te. (10) minutes and for such additional time as necessary to conduct the exarination for leakage.

6.3.8 Examination of ANSI B31.1 Systems shall be at test pressure.

NCTE:

Tests that cannot be performed or fail the established criteria will be scheduled for retest and irriicated thus on the Test Data Sheet per paragraph 6.1.2.5.

6.3.9 Mercury CC shall record test data on the Hydrostatic Test Data Sheet (MCP-2170-2H) for ASME Section III, Classes 2 & 3 Syste s as per 5.5.2.3.

The Mercury Start-Up Systen Coordinator shall record the test data for N;SI B31.1 systems.

6.3.10 After the ccrcpletion of the test, the system will be slculy vented anS the system lay-up will be as reqaired by LP&L Start-Up.

Ta:s will be recoved in accordance with appropriate procedure.

6.4 PNEUMATIC TEST INSTRUCTICt;S 6.4.1 Pneumatic Testing may be used in lieu of Hydrostatic Testing, only when the following conditions exist:

6.4.1.1 Ccznponents, appurtenances, or systems which are not readily dried are to be used in services where traces of the test mediu. cannot be tolerated as specified by Ebasco.

6.4.1.2 Camponents, appurtelances, or syste s are s:

designed or supported that they cannot be safely filled with water.

6.4.1.3 Khen specified by the Engineer, (Ebasco Services).

6.4.2 Test egaignent shall be exa-ined prior to pressure being applied to ensure that it is tight and that all apourtenances not subjected to the test are isolated by valves or disconnected.

6.4.2.1 Only air or nitrogen may be used for Pneumatic Testing.

6.4.3 The pressure shall be increased to not cere than one-half (h) of the test pressure, after which the pressure shall be increased approximately one-tenth (1/10) increments of the test pressure until design pressure has been attained and held.

6.4.4 The Mercury Start-Up Systers Coordinator will notify the Ebasco Start-Up Group that the test is ready to becin.

6.4.7.1 Pumps and valves shall be examined at test pressure. The test pressure shall be maintained for a mini::am of ten (10) minutes and for such additional time as necessary to conduct the exa-ination of leakage.

6.4.8 Examination of ANSI B31.1 Systems shall be at test pressure.

6.4.9 The exa-ination shall be perfomed using an in:!ustrial soap babble solution sudh as snoop, leak-tec, Foxboro S106CF Detector, or ecual, to aid in the detection of leaks should they exist. Care shall be taken to renve soap babble solution residue after test ccrpletion.

6.4.10 Mercury OC shall record test data on the Pneumatic Test Data

Sheet, (MCP-2170-2P) for ASME Section III Classes 2 & 3 Systems.

The Mercury Start-Up Systems Coordinator shall record the test data for ANSI B31.1 Systems.

6.4.11 After the ccr.,pletion of the test, the pressure will slowly be released and the system lay-up will be as recuired by LP&L Start-Up.

Tags will be reeved in accordance with the appropriate procedure.

Conpletion shall be signified by Signature on valve line up sheet, (EP-2170-3) by Start-Up Coordinator.

6.5 IN-SERVICE EST IhSTRUCTIES 6.5.1 In-Service testing may be performed only at the direction of the Engineer / Owner as signified by the approval of an in-service test package.

(these tests are not for final acceptance).

6.5.2 The test package will contain specific instructions and criteria for conducting the test which may deviate from the general requirements of this procecure.

6.6 DOCLBEtCATIONS 6.6.1 After corpletion of the test, the Ebasco Syste~s Coordinator, the LP&L Start-Up Engineer, and the LP&L Ouality Control Inspector will sign the Test Data Sheet (FCP-2170-2H or P) as a witness.

Mercury Quality Coitrol, the R:I if required, and the Mercury Start-Up Systems Coordinator will sign the Test Data Sheet (FCP-2170-2H or P) as test acceptance.

6.6.2 Two (2) copies of the cerplated hydrostatic and/or pneumtic integrigy test instructions packages will be transmitted to the Ebasco Start-tip GInsp. The cricinal package will be retained on file in the Mercury J Vault until document turn-over.
