SUMMARY

OF MEETING WITH REGION IV ON WATERFORD 3 ALLEGATIONS The Sr. RI at Waterford (Les Constable) perdicts that the utility will be ready on a technical basis for fuel load about 5/31/84'. However, Bill.W T ; y F

Crossman (RIY Section Leader) stated that with the resources he now has Z.,'. *. T the existing allegations can not be followed up by 5/31 - and more allegations s.T.

a are expected. Crossman stated he needs 3-4 additional personnel for several months to do what needs to be done.

-r Prior to 8/83, there were only a few allegations on Waterford 3; an,y.

yy d Region IV seems to have had their resolution under control. However, since 8/83 an increasing number of allegations has surfaced, some with many parts, and it now appears that RIV is becoming overwhelmed by the volume. The problem is exacerbated by the transfer of resources to work on Comanche Peak allegations.

To add to the problem R. Herr (OI) indicated that a strong potential exists

for 01 activities to take a year or more to wind up unless they also form a task force with additional resources to focus on Waterford 3.

A series of articles is being published in Gambit Magazine abatit Waterford III.

The latest article (1/14/84) is highly critical of NRC (and of La. PAL) and states that it is no loncer reassuring to hear our statements that we are investigating. The article calls for a Congressional inquiry a la Zimer.

j I reconsnend that NRC identify additional resources to assist RIV (and OI) in addressing the allegations on Waterford 3 as well as Comanche Peak.

Perhaps a task force could be formed, or people drawn on detail for a few months.- With over 3,000 people in this agency, we should be able to put some where they are urgently needed.
