REFERENCE:

June 20,1996, Meeting between the Commonwealth Edison Company and the Nuclear Regulatory Commission At the Referenced meeting, the Commonwealth Edison Company (Comed) presented information which justified an upcoming Byron Unit i operating cycle length equivalent to 1.1 Effective Full Power Years. This is an operating period equivalent in length to Cycle 7 (the operating period from the B1R06 refueling outage to the B1R07 refueling outage). The Nuclear Regulatory Commission (NRC) agreed with this justification and suggested that the committed cycle length i

would be more appropriately stated in days of operation greater than T-Hot of 500 F. Based upon  !

a review of operating records, Comed will limit the operation of Byron Unit I to 448.5 days above T-Hot of 500 F during Cycle 8. This time frame is equivalent to the number of calendar days with T-Hot above 500 F during Cycle 7.

As you are aware, Comed is aggressively pursuing a steam generator replacement schedule that would make Cycle 8 the last operating cycle for the current Unit 1 Model D-4 Steam Generators.

Many factors are being evaluated to determine the appropriate outage start date for the Steam Generator Replacement Outage. As discussed during the meeting, in the event the replacement outage start date would result in exceeding 448.5 days of operation above T-Hot of 500 F, Comed will contact the staff and present its justification for a commitment change to allow operation of Unit I until the replacement outage.

As discussed at the meeting, Comed will docket the technical justification supporting 448.5 days of operation above T-Hot of 500 within 90 days of unit startup.
