APPLICATION EUR AMENDMENT

'IO OPERATING LICENSE Pursuant to Section - 50.90 of the regulations of the U.S. Nuclear Regulatory Ocnnission (the "Ccanission"), Duquesne Light Ccmpany ("DIC"),

-holder of Provisional Operating License No. DPR-66, hereby requests that the Technical Specifications set forth in Appendix A to that license be amended to revise the Bases of the Supplementary Ieak Collection and Release System and the Containment Purge and Exhaust System to reflect the existing Ebel Handling Accident analysis and the new LOCA offsite dose analysis incorporated into the UFSAR.

.A to'this Application. A safety evaluation is set forth in Attachment B.

'Ihe proposed change has been determined to involve no significant hazards consideration in accordance with 10CFR50.92. We have determined that this change is described by the following exanple provided by the Ccmnission and published in the Federal Register 48 FR 14864 (i) A purely administrative change to technical specifications.

MIEREEORE, Applicant . respectfully requests that Appendix A to Operating License NO. DPR-66 be amended -in the form attached hereto as Attachnent A.
