Beaver Valley Power Station, Unit No. I and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 License Amendment Request Nos. 264 and 139 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed amendment will modify the Bases section for Specification 3/4.7.13. This Bases section would be modified by the addition of wording which discusses in greater depth the design bases.of the system. Also, additional wording will be added which discusses the basis for the re'quirements of Limiting Condition For Operation (LCO) 3.7.13 and required actions should the LCO not be met. Miscellaneous editorial changes are included such as page format changes and a revision to the Unit No. 2 index page.

The proposed technical specification changes for Unit No. I and Unit No. 2 are presented in Attachments A-1 and A-2, respectively. The safety analysis and no significant hazard evaluation is presented in Attachment B.

This change has been reviewed by the Beaver Valley review committees. The change

. was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis and no significant hazard evaluation. An implementation period of up to 60 days is requested following the effective date of this amendment.
